463 social contracts were concluded in Sevastopol

In Sevastopol, there is assistance from the state in the form of a social contract. The social contract helps citizens whose average per capita income is below the established subsistence level improve their financial situation and achieve a stable income.

In 2025, 463 social contracts were concluded, the families of which included 1,195 people. To conclude a contract, a citizen must develop a business plan. A business plan is a key document with all the calculations that should show a stable income and justify the need for financial investments. The specialists of the “My Business” center provide consulting services on starting your own business and on legal issues, helping to draw up a business plan. The funds received were used to purchase an inflatable mobile dome, mats, speakers, a spherical mirror, a video projector and self-inflating pillows.

The size of the social contract ranges from 19,716 rubles to 350 thousand rubles, depending on the direction and activities of the adaptation program.

The amount of social assistance based on the social contract in the following areas:

job search — 19,716 rubles each in the first month of concluding a social contract and three months after confirmation of employment;
carrying out individual entrepreneurial activities — up to 350 thousand rubles (the amount depends on the calculations presented in the business plan);
maintaining a personal subsidiary plot — up to 200 thousand rubles (the amount depends on the calculations provided);
implementation of other measures aimed at overcoming a difficult life situation by a citizen — 19,716 rubles monthly (no more than six months) or for the entire period of validity of the social contract (depending on the purpose of spending the assistance). The maximum size is 118,296 rubles.
