A ban has been established on performing certain notarial acts in the territories of new regions without special permission

Decree of the President of the Russian Federation dated December 29, 2025 N 1006 “On amendments to the Decree of the President of the Russian Federation dated December 24, 2024 N 1103 “On the specifics of state registration of legal entities located in the territories of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye region and Kherson region, and state registration of rights to real estate.”

It is prohibited to carry out notarial acts to certify powers of attorney issued by citizens of unfriendly foreign states for representation on issues related to transactions with real estate located in the territories of new regions, the implementation of state registration of rights to such property and the performance of other legally significant actions in relation to such property, without special permission to carry them out.

At the same time, notarial actions to certify powers of attorney issued by persons named in subparagraphs “a” — “d” of paragraph 2(2) of Decree No. 1103 are performed without special permission.

Until January 1, 2027, the ban on state registration of legal entities located in the territory of new regions has been extended if the founders (participants) of these legal entities and (or) persons entitled to act on their behalf without a power of attorney are unfriendly foreign states, and state registration of the rights of such legal entities to real estate without special permission to carry it out.

The list of categories of persons in respect of whom state registration of rights to real estate located in the territories of new regions is carried out without special permission provided for in subparagraph “b” of paragraph 1 of Decree No. 1103 has also been clarified.

This Decree comes into force on the date of its official publication.
