A maternity capital fraud scheme was uncovered in Krasnoperekopsk
Employees of the Krasnoperekopsky Department of Economic Security and Anti-Corruption of the Russian Ministry of Internal Affairs identified the activities of two women suspected of fraudulent activities with maternity capital. As a result of operational search activities, two facts of illegal cashing out of maternity capital funds were identified and documented.
One of the defendants was a 39-year-old local resident who, being the mother of a young child, admitted to participating in the criminal scheme. According to her, in December 2017, she learned from a friend about the possibility of cashing out maternity capital. Knowing that her actions were illegal, the woman turned to a consumer credit cooperative and entered into a fictitious agreement to purchase a plot of land in the Astrakhan region. She did not plan to use the site for construction and confirmed that no construction work was taking place on it.
As a result, the woman received about 430 thousand rubles of maternity capital, part of which she transferred to a representative of the cooperative, and used the rest at her own discretion, — the department’s press service announced details of one of the stories.
A 23-year-old resident of Krasnoperekopsk acted according to a similar scenario. She issued a power of attorney to a representative of the cooperative, who, on her behalf, entered into a fictitious contract for the sale and purchase of a land plot. The cooperative’s account received funds in the amount of about 485 thousand rubles. Of these, 90 thousand rubles were transferred to the defendant, and the remaining funds were appropriated by employees of the cooperative.
The total damage caused to the state amounted to more than 900 thousand rubles.
The investigative department of the Ministry of Internal Affairs of Russia «Krasnoperekopsky» initiated criminal cases under Part 3 of Article 159.2 of the Criminal Code of the Russian Federation «Fraud in receiving payments», which provides for punishment in the form of imprisonment for a term of up to 6 years. Both suspects are under recognizance not to leave the place.
The criminal case against employees of the consumer credit cooperative has been separated into separate proceedings, and the investigation is ongoing.
