A meeting was held in Sevastopol to identify the right holders of previously recorded real estate in the city

On March 23, 2023, a regular working meeting was held to comply with the requirements of Federal Law No. 518-FZ of December 30, 2020 “On Amendments to Certain Legislative Acts of the Russian Federation” (518-FZ). The meeting was attended by representatives of Rosreestr for the Republic of Crimea and Sevastopol, the Department of State Registration of Law and Cadastre of Sevastopol (Sevreestr), the Notary Chamber of the city of Sevastopol (NPGS), the State Unitary Enterprise of the city of Sevastopol «BTI», the MFC My Documents Sevastopol, the Department for Property and Land Relations of the city Sevastopol (DIZO) and the Office of the Federal Tax Service for the city of Sevastopol.

Issues related to the implementation of decisions taken at previous meetings were discussed at the meeting. Since no proposals were received from the Government of Sevastopol to the NPGS on establishing electronic interdepartmental interaction, today it still remains in paper format. However, the notaries of the city of Sevastopol are ready to fulfill the requirements of 518-FZ regarding the replenishment of the database for identifying the right holders of previously recorded real estate in the city of Sevastopol and the timing of providing information on incoming requests. The Federal Notarial Chamber sent the recommended request form to the DISO, containing the necessary amount of information to be brought to the attention of the DISO, including within the framework of compliance with the norms of Article 5 of the Fundamentals of the Legislation of the Russian Federation on notaries — observance of notarial secrecy— noted in the Notary Chamber of Sevastopol.

NPGS President Olga Kalenkovich and representatives of Rosreestr expressed concern about the timing of obtaining information and made a proposal to send requests in electronic form, signed with an enhanced qualified electronic signature (ECES).

Based on the results of the meeting, a decision was made to develop a procedure for sending requests in electronic form, signed by the UKEP, in terms of interaction with the notary.
