A single cycle of cadastral valuation in Russia — what you need to know

The law adopted in 2020 established a single cycle of the state cadastral valuation, which makes it possible to provide the current cadastral value on a single date using one methodology for the whole country. Now the state cadastral valuation (hereinafter referred to as GKO) will be held every 4 years, and in cities of federal significance — once every 2 years when an appropriate decision is made.
Previously, each region took the decision to update the cadastral value independently. This often led to a violation of the maximum frequency of updating the value established by law and to its different level in different regions for the same type of real estate. Based on the results of single cycles, the cadastral value may increase, because the data has not been updated for years, but it may also be reduced for the same reasons.
Last year, for the first time in all regions of Russia, a state cadastral valuation of land plots took place, and then they plan to evaluate capital construction projects. The tax will be levied depending on the size of the cadastral value, but taking into account the size of the rate, which can be checked on the website of the state budgetary institution that calculates the cadastral valuation in the region.
For the purpose of objectivity of the cadastral valuation and compliance with the principles of economic feasibility, the service conducts systematic work with citizens, entrepreneurs, authorities and budgetary institutions,” said Artem Fadeev, head of the Department for State Registration of Law and Cadastre.
The procedure for conducting the state cadastral valuation is established by Federal Law No. 237-FZ dated July 3, 2016 “On the State Cadastral Valuation” and includes the following actions:
- making a decision to conduct a state cadastral valuation,
- determination of the cadastral value and preparation of a report on the results of the state cadastral valuation,
- approval of the results of determining the cadastral value.
