About 9,900 Crimean high-rise buildings are included in the regional overhaul program

The regional program includes about 9,900 apartment buildings located in the Republic of Crimea. About 1,000 types of work are planned for this year— said the deputy minister.

She noted that Crimeans can find out whether their house is included in the program and for what year the work is planned by reading the information on the websites of the Ministry of Housing and Communal Services of the republic or the regional operator. At the same time, you need to look at the short-term plan, the deputy head of the department emphasized.

Because there is a large regional program where all houses are taken into account, and dates for major repairs for all types of work are set. But all subjects of the Russian Federation, in accordance with the law, must make a short-term plan. And we have it for 2025 – 2027. The short-term plan is formed based on what funds we have and what we can accomplish,” the speaker explained.

She clarified that the regional program provides for the implementation of a larger scale of work, however, given that the contribution for their implementation is social, they cannot cover all needs.

She recalled that in 2026 the social contribution for major repairs is 11 rubles 46 kopecks per square meter monthly.

In Crimea, since last year, the size of the contribution has been recalculated only to the consumer price index. That is, the monthly payment was 10 rubles per square meter last year, but now it’s 11.46explained the Deputy Minister.

She noted that from 2016 to 2020, the contribution amount remained unchanged and amounted to only 6.16 rubles.

Talybina drew attention to the fact that, although citizens are not required to enter into contracts for major repairs in apartment buildings, according to the updated legislation, the Housing Code establishes an obligation to pay contributions for major repairs.

Citizens receive unified payment documents. And citizens should think about it if they do not receive payments for major repairs. This means you need to contact your regional operator. This means that there is no data that the municipality did not transmit at the timethe speaker added.

Talybina recalled that in accordance with the Housing Code of the Russian Federation and regulations, a clear list of types of work that is carried out as part of major repairs has been established.

There are six of them. These are elevators. Intra-house networks, that is, water, sewerage, electrical, heating. The third type of work is roofing. The basement is the fourth. The foundation is the fifth. And the sixth is the façade,” the specialist listed.

And therefore, it is not possible to repair entrances in apartment buildings at the expense of residents’ contributions, she emphasized, noting that Crimeans often make such requests.

Also, according to her, citizens often ask to consider the possibility of postponing the repair of the facade of the house to an earlier date than in the plan.

But when we go to the site, we see that even if we repair the facade, nothing will happen: we need to start with the foundation, because it “floats”, and because of this, unpleasant moments occur on the facade. Therefore, now citizens (when asking to postpone the deadline for a particular type of work — ed.) provide a technical inspection of the entire house of all structural elements, and not as it was before“, the expert explained.

Talybina said that such an approach is a requirement of Russian legislation, which was updated in 2014 with amendments to the Housing Code of the Russian Federation.

Crimea brought its regulatory framework into line with the federal one at the end of 2024 — beginning of 2025. And now everything is happening according to new rules and with the aim of starting from the root causes of problems when assigning types of work as part of the overhaul of houses, since the main thing in all this is the safety of residents, Talybina emphasized.

I want to remind you that major renovations are not about aesthetics. Major repairs are primarily about safety. And major repairs are being carried out in order to preserve buildings so that houses are recognized as unsafe as possible— summed up the deputy minister.
