The head of the Crimea, Sergei Aksyonov, reprimanded the Minister of Sports of the Republic of Crimea Olga Torubarova and the Minister of Health of the Republic of Crimea Konstantin Skorupsky. Aksyonov announced this during a meeting on problematic issues of municipalities in the republic.
I have repeatedly said that the heads of ministries, departments and administrations of municipalities should control the situation on the ground, bypass the controlled territory personally, and know all the “gray zones”. This is the responsibility of the leader. If something remains unfulfilled, then the task to the performers was set incorrectly. In this regard, it was decided to reprimand the Minister of Sports of the Republic of Crimea Olga Alexandrovna Torubarova and the Minister of Health of the Republic of Crimea Konstantin Viktorovich Skorupsky— said Aksyonov.
He emphasized — disciplinary sanctions — for non-fulfillment of orders. Moreover, in the future, the Head of Crimea is going to punish only leaders — ministers, heads of municipalities and departments.
We agree, colleagues: at our meeting we punish only the first persons. No need to substitute your deputies. It will especially start now: the deputy was not working at that time — let’s reprimand him, just for the sake of order. It won’t. Within the framework of the meeting, the penalty is announced only to the first persons — ministers, heads of administrations— said Aksyonov.
However, the leaders (and the punished too) have the prerogative to strictly deal with their subordinates.
