Another stop list: what else will be banned from being brought to Russia

The Russian Ministry of Industry and Trade will officially ban the import of some parallel imported goods into the country as of May 27. In particular, we are talking about electronic devices from leading brands: computers, laptops, RAM, hard drives and others. The relevant changes are listed in the department’s order, published in the public domain. The Parliamentary Newspaper has read the document in detail and tells what else will be banned.

Let us recall that the list of goods for parallel import was initially introduced in 2023 in connection with the first waves of sanctions and trade restrictions. The main goal was to protect the market and consumer from possible shortages of in-demand goods that the country does not yet produce itself or cannot purchase from other producers. In particular, the list provides that the provisions of the Civil Code on the protection of copyrights, patents, etc. cannot be applied to those goods that are indicated in it, that is, there can be no liability for the import of such goods without the permission of the brand owner.

The main changes in the resolution of the Ministry of Industry and Trade concern electronic devices. So, in particular, from May 27, parallel import of servers and computing platforms from the world’s leading manufacturers: ACER, ASUS, Samsung, Kingstone, Helwett Packard and a number of others will be officially banned. The same applies to devices for storing, reading and transmitting information: flash drives, hard drives, modems, routers, systems for reading DVDs and CDs, RAM, solid-state drives and others. Here, not only the expensive ACER and ASUS came under attack, but also the relatively budget and widespread Sandisk and the same Kingstone. In addition, the ban will apply to some laptops and computers (in particular, from ASUS, ACER, HP and Fujitsu), Intel processors, ADATA, AIC, Apacer, Hynix, Inspur, SanDisk, Transcend and xFusion components.

However, the future bans are not limited to computer technology only. Thus, it is proposed to remove the well-known company ORAL-B from the list of brands allowed for parallel import — its electric toothbrushes will no longer be imported into Russia. Products from the Spin Master brand, which produces chess, checkers and other games based on children’s cartoons, movies and TV series, will disappear from the “board games and toys” category. From the category “trainers and sports equipment” — products from TORNEO, a subsidiary of the Italian Amberton Group. Finally, the import of Spanish gynecological sprays EPIGEN INTIM, intended for the prevention and treatment of herpes, papilloma virus and other diseases, will be prohibited from being imported into Russia.

To be fair, we note that some items will, on the contrary, be added to the list of permitted ones. So, in particular, imported test benches and some medical devices and instruments will be brought to Russia: in particular, syringes, needles, catheters, cannulas and ophthalmic devices.

No shortages or price increases are expected

What most excited people, of course, was the news about the ban on the import of electronics: after all, not everyone uses electric toothbrushes, and today you can’t live without a good laptop or computer and its accessories. The Ministry of Industry and Trade hastened to reassure the public. According to representatives of the department, import restrictions encourage people to buy our goods, which are quite enough to compensate for the increase in demand.

Such measures will increase the demand for domestic radio-electronic products, which, in turn, will contribute to the development of the domestic radio-electronic industryInterfax quotes a department representative. — Similar product items are presented by Russian producers in a volume sufficient to replace goods from unfriendly countries.

Independent experts also advise not to worry about shortages and rising prices.

Most of the companies listed in the order belong to the corporate and government segment, — Eldar Murtazin, an expert in the field of digital technologies, noted in a conversation with the Parliamentary Newspaper. — The only exceptions are ACER and ASUS, which operate in the regular consumer market. But the products of these companies, firstly, have already been imported six months in advance, and secondly, they are already introducing an official distribution mechanism, that is, they allow their goods to be supplied to Russia not through parallel imports, but quite legally.

As for the corporate segment, it, according to Eldar Murtazin, should not suffer.

Today, state-owned companies and the state itself can no longer legally purchase imported equipment for domestic use, — explained the publication’s interlocutor. — In this regard, a problem has arisen: some suppliers find conditional DELL or HP on the secondary market and offer them to companies, and they pretend that this is an old model that they already had. Accordingly, our equipment is not purchased or developed. New restrictions are also aimed at solving this problem.
