The Ministry of Digital Development has expanded the so-called “white list” of platforms that remain available during periods of mobile Internet outages for security reasons.
The “white list” includes new services — Russian banks, media, delivery services, as well as a number of other important servicesthe message said.
The next wave of expansion of the list includes banks VTB and PSB, the railway carrier Grand Service Express, delivery services Sdek, Cooper and Samokat. Also included are the state information system for housing and communal services (GIS Housing and Communal Services), a number of services of the Federal Tax Service of Russia for taxpayers.
A number of media outlets have also been added to the list. These are the media holding VGTRK, the TV channels “Zvezda”, “Vmeste-RF” and “Match TV”, the publications “Kommersant” and “Parliamentary Gazeta”, the distributor of TV channels in the digital environment “Vitrina TV”, the Ministry of Digital Development clarified.
Also included in the next wave of expansion were the electronic document management operators Tensor and SKB Kontur, the Evotor online cash registers, the Inspector mobile application for remote business checks, the Rosagroleasing company, the Detsky Mir store, the Burger King fast food restaurant chain, the Megamarket marketplace and a number of regional services and websites of the governments of the constituent entities of the Russian Federation.
The list of digital platforms available during periods of mobile Internet outages includes the most significant and popular Russian services and sites, including regional ones. It is formed in agreement with the authorities responsible for ensuring security, the relevant ministry said.
At the beginning of December 2025 it was reported that the Ministry of Digital Development expanded a list of Russian sites that will remain accessible during periods of mobile Internet outages. The updated list added socially significant services from a number of regions in the fields of healthcare, education, public transport, etc. In addition, it included the websites of the administrations of some constituent entities of the Russian Federation.
In addition, the Minister of Health of the Russian Federation Mikhail Murashko, at a meeting of Russian President Vladimir Putin with members of the Russian government via videoconference, announced that at the beginning of this year online glucose tracking services in the blood will be included in the “white lists”.
