At the federal level approved the Regulation on the classification of guest houses

For guest houses, a simplified procedure for inclusion in the registry of accommodation facilities is installed compared to hotels. According to the document, the guest house may have no more than 15 rooms for accommodation, and the one -time stay of guests should not exceed 45 people.

In order to safety, all numbers should be equipped with a fire detection systems, and the guest house itself — the primary fire extinguishing equipment and good ventilation. For guests, permanent Internet access should be provided. The provision also provides that the constituent entities of the Russian Federation have the right to establish additional requirements for the activities of guest houses, taking into account regional specifics.

The regional features of the experiment will be enshrined in by -laws, including the Decree of the Council of Ministers of the Republic of Crimea. We conducted joint work with ministries, resource and public organizations, as well as with the State Council of the Republic of Crimea. They collected and considered all the proposals, evaluated the mechanisms of the work of guest houses, analyzed the provision on the classification of guest houses, approved by the Ministry of Economic Development of the Russian Federation. Of course, our task is to ensure a smooth and painless inclusion of guest houses in the All -Russian Register and legal activity. This is, first of all, in the interests of the owners of guest houses that can increase their income thanks to cooperation with tour operators, aggregators and other advertising tools— emphasized the Minister of Resorts and Tourism of the Republic of Crimea Sergey Gansiy.

The most important element of the new mechanism is the procedure for independent registration and evaluation by the owners of their objects. The process is the most simplified and completely free.

According to the Deputy Minister of Economic Development of Russia Dmitry Vakhrukov, the owner of the guest house will be able to independently apply for inclusion in the register and undergo self -esteem, confirming photographs of the conformity of the guest house with the requirements. The self -esteem system is quite simple and free. It has already been worked out on hotel classification.

For reference: the law that regulates the activities of guest houses on the experimental manner was signed by the President of Russia on June 7. The experiment will be conducted from September 1, 2025 to December 31, 2027 on the territory of the Republic of Altai and the Altai Territory, Dagestan, Crimea, Krasnodar, Primorsky, Stavropol Territory, Arkhangelsk, Vladimir, Ivanovo, Irkutsk, Kaliningrad, Leningrad, Rostov, Kherson regions, Kemerovo region — Kuzbass, as well as cities. Sevastopol and the federal territory «Sirius». To participate in an experiment, subjects must adopt the relevant regional laws that determine the features of the experiment in the region. To date, such laws have already been adopted in the Republic of Crimea and the Stavropol Territory.
