Attention! Qualifying exam for persons wishing to engage in notarial activities in Sevastopol
We inform persons who have completed an internship and wish to engage in notarial activities about the qualification exam. April 16, 2026 at 11.00 a.m. in the premises of the Notary Chamber of the city of Sevastopol at the address: Sevastopol, st. Geroev Brest, 116, room 2.
In accordance with the Fundamentals of the legislation of the Russian Federation on notaries dated February 11, 1993 No. 4462-1 (hereinafter referred to as the Fundamentals) and the Regulations on the Qualification Commission, approved by Order of the Ministry of Justice of Russia dated June 29, 2015 No. 150 (hereinafter referred to as the Regulations), persons who have received a higher legal education in a state-owned accreditation of an educational organization of higher education and having completed an internship with a notary engaged in private practice.
Applications and documents from persons wishing to pass the qualification exam are submitted to the Department of the Ministry of Justice of Russia for Sevastopol on time from February 12 to February 24, 2026 inclusive (on weekdays and from Monday to Friday) at the address: 299011, Sevastopol, st. 4th Bastionnaya, 3, room. 12 (responsible for receiving documents is Pototskaya Natalya Leonidovna, contact phone +7 (8692) 55-01-77, +7 (978) 447-14-07).
A person wishing to take the qualifying exam submits an application in person, through a representative, or sends it by mail with a list of the contents and a receipt.
When sending notarized copies of documents by mail, the original documents are presented to the secretary of the qualification commission on the day of the qualification exam.
A person wishing to pass the qualification exam, including one who has previously received a license to act as a notary, shall attach to the application:
- an identity document confirming citizenship of the Russian Federation;
- a document confirming registration in the individual (personalized) accounting system;
- a document on higher legal education in a state accredited educational organization of higher education;
- employment contract for internship;
- a copy of the decision of the notary chamber of the constituent entity of the Russian Federation on the satisfactory result of the internship;
- a copy of the joint decision of the territorial body and the notary chamber to shorten the internship period (in case of shortening the internship period in accordance with Article 19 of the Fundamentals);
- a copy of the work record book or information about work activity from the information resource of the Pension and Social Insurance Fund of the Russian Federation;
- an identity document of a representative of a person wishing to take the qualification exam (when submitting an application and the necessary documents by the representative);
- a power of attorney confirming the authority of the representative of the person wishing to take the qualification exam (when submitting an application and the necessary documents by the representative);
- an extract from the minutes of the meeting of the appeal commission (if the appeal commission makes a decision to admit a person to the qualification exam);
- statement of lack of citizenship (nationality) of a foreign state or foreign states.
In the case of retaking the qualifying exam, the person wishing to take the qualifying exam must also indicate in the application the date of passing the previous qualifying exam.
If a person wishing to pass the qualification exam underwent an internship before the entry into force of the Regulations, instead of the documents listed in paragraphs 4-6, he has the right to submit to the territorial body other documents confirming the successful completion of the internship.
Original documents must be submitted at the time of submission of documents. If documents are sent by mail, the original documents must be submitted by the person wishing to take the qualifying exam on the day of the qualifying exam before it begins.
A person wishing to take the qualification exam may also submit copies of them along with the original documents.
The list of topics on which questions are offered at the qualification exam using an automated information system for conducting qualification exams, approved by Order of the Ministry of Justice of Russia dated November 30, 2016 No. 268 (as amended, effective from October 1, 2023), is posted on the website of the Office of the Ministry of Justice of the Russian Federation for Sevastopol (http://to92.minjust.gov.ru) in the “Notary” section and the Notary Chamber of the city of Sevastopol (https://sevnotariat.ru). Persons who fail the qualification exam are allowed to take it again no earlier than one year after the decision of the qualification commission is made.
If the qualifying exam has not been passed, in order to participate in the next qualifying exam, the presentation of a document on higher legal education, an internship agreement, or a copy of the decision to shorten the internship period is not required during the storage period of the examinee’s personal file.
The decision to refuse admission to the qualification exam can be appealed to the appeal commission by a person wishing to take the qualification exam within a month from the date of delivery of an extract from the minutes of the meeting of the qualification commission.
The decision of the qualification commission, made based on the results of the qualification examination, may be appealed to the appeal commission within one month from the date of delivery of a copy of the extract to the examinee.
In case of loss of a copy of the extract from the protocol of the results of the qualifying examination, the territorial body may issue a duplicate upon a written application from the examinee indicating the reasons for its loss. The examinee has the right to appeal the results of the qualifying exam within one month from the date of receipt of a duplicate copy of the extract from the protocol of the results of the qualifying exam.
