“Crimea as we want”-2026: The Ministry of Finance of Crimea invites villagers to participate in a competition for proactive budgeting projects
The Ministry of Finance invites rural residents to participate in the competition for initiative budgeting projects “Crimea as we want”-2026. Acceptance of applications starts on February 9 and takes place according to the approved schedule (each of the 14 districts has its own dates). Applications are accepted on the portal “Open Budget of the Republic of Crimea” until March 19. The results will be announced in April.
As Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko said, if residents want to make life in the region better by transforming it, then the surest way is proactive budgeting, which has been taking place in the republic since 2021.
It doesn’t take much to get started. First of all, the initiative group needs to inform residents about the opportunity to participate in initiative budgeting, talking about the “Crimea as we want” program, its goals and advantages. Then you need to conduct a survey among residents to find out what problems concern them and what projects would be of interest. And at the last stage, it is necessary to hold preliminary and final meetings of residents to discuss the results of the survey and select a project that will be submitted to the competition,” explained Irina Kiviko.
The Deputy Prime Minister clarified that if we are talking about projects in villages, then over 5 years 430 projects have been implemented with a total cost of about 600 million rubles. (republican budget — 466.1 million rubles, local budgets — 78 million rubles, initiative payments from residents and sponsors — 53.6 million rubles). Based on the results By 2025, 125 resident projects were implemented with a total cost of 217.8 million rubles. (subsidy from the republican budget — 164.5 million rubles, funds from local budgets — 30.5 million rubles, initiative payments from residents and sponsors — 22.8 million rubles).
Regarding the further implementation of initiative budgeting in the republic, Irina Kiviko announced that the funds allocated for these purposes are growing from year to year. Thus, an amount of more than 550 million rubles is provided to support residents’ initiatives for the upcoming three-year period (2026-2028). (2026 — 177 million rubles, 2027 — 184 million rubles, 2028 — 191.4 million rubles). Moreover, if previously a settlement could receive a maximum subsidy from the republic’s budget in the amount of 1.5 million rubles, then from 2026 the amount has been increased and amounts to 1.8 million rubles.
