Crimea intends to introduce mandatory registration of all pets

According to her, the corresponding amendments to the federal law “On the Responsible Treatment of Animals” were developed by the Ministry of Natural Resources and Ecology of the Russian Federation and are currently undergoing the approval procedure.
She added that the innovation is necessary to streamline the area of keeping pets and increase the level of responsibility of their owners.
In September, the Ministry of Nature submitted a proposal to amend the law regarding the introduction of mandatory registration. Until this moment, such a bill did not exist, but now it has appeared and is undergoing the approval procedure. We sincerely hope that the federal legislator will support this initiative, – said Lisovskaya-Chudinovich.
She clarified that registration will begin with dogs, and will gradually extend to cats in the future. Owners will be able to choose a form of identification — an electronic microchip or a token with an individual number. Animal registration in the federal system will be carried out free of charge, but the microchipping procedure itself will remain paid.
The registration of animals in the federal information system in the field of veterinary medicine is carried out by analogy with farm animals and is financed from the budget. This will create a single database where each dog or cat will have a unique number associated with the owner,” noted Lisovskaya-Chudinovich.
Crimea is already technically ready to implement the system. It will be possible to register an animal in both public and private veterinary clinics. After the microchipping procedure, the pet’s data will be entered into a special component of the federal information system “Hariot”.
If the dog gets lost, it will be enough to read the chip number to determine the owner. In Crimea, this opportunity is already operating in pilot mode, but for now it is only available within the regionadded the deputy.
The chairman of the Crimean republican public organization “True Friend” Lyudmila Milovanova believes that registration is a step towards civilized treatment of animals.
Registration is the basis of order. Today anyone can buy a dog, throw it away tomorrow, and get a new one the day after tomorrow. Until the animal has a passport and a link to the owner, we will not restore order. This is not a punishment, but a tool of responsibilityshe emphasized.
According to animal rights activists, mandatory registration will also help identify unscrupulous breeders and combat the uncontrolled breeding of purebred animals.
Today, anyone can breed dogs and sell puppies through marketplaces. No one controls either the conditions or the number of animals. When registration becomes mandatory, all such farms will have to be officially registered, with a license and reporting,” noted Lisovskaya-Chudinovich.
The bill would require every dog and cat owned by citizens to be entered into a federal registry. This will make it possible to monitor vaccination, sterilization and compliance with housing rules, as well as reduce the number of stray animals.

The animal protection organization “True Friend” supports the idea and notes that they are already actively cooperating with educational institutions, conducting kindness lessons for schoolchildren and students.
We have been doing educational work for 16 years, telling children that animals are not toys. But in order for this to become a system, responsibility must be enshrined in law, – Milovanova added.
