Crimea with the educational project “School by the Sea” — silver medalist of the All-Russian competition of projects for presenting a budget for citizens

Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko clarified that the competition was held from April to July of this year in two stages, the summary assessment of applications was carried out until September 30. A total of 406 projects were submitted to participate in the competition: 225 from individuals and 181 from legal entities. The Republic of Crimea presented 8 projects as part of participation in the I and II stages of the competition, including the educational project “School by the Sea”, which was among the winners.

Crimea achieved a high result: we received silver among 26 constituent entities of the Russian Federation that presented their projects in the category “Best educational event on budget topics,” leaving behind only the project of the Moscow Department of Finance. The Deputy Chairman of the Crimean Government also said that the implementation of the educational project has been taking place for the second year in a row in the summer in the format of a special specialized camp session “School by the Sea” at the Children’s Health Center “Scarlet Sails”, in the village. Zaozernoye, Evpatoria.

“School by the Sea” allows you to develop knowledge on the main components of the budget process in a playful way, develop interest among schoolchildren in the budget system and financial management, and teach how to draw up a specific budget to achieve a set goal using the example of public finance management.

The project is aimed not only at improving the health and recreation of children, but also at educating them on issues of school proactive budgeting. As part of the camp shift, the guys, thanks to their own initiative and acquired knowledge, realized their plans on the spot by solving problems to improve the living space in the camp.

“We are proud that such an educational project as “School by the Sea,” which was implemented by the Ministry of Finance of Crimea together with the Center for the Study of Civil Initiatives of the KIPU named after Fevzi Yakubov, is among the first in the country and is aimed not only at the health and recreation of children, but also at educating them in matters of school initiative budgeting. As part of the camp shift, the guys, thanks to their own initiative and acquired knowledge, realized their plans on the spot by solving problems to improve the living space in the camp,” summed up Irina Kiviko.

Information: The annual open public competition of projects to present a budget for citizens is held as part of the joint work of the Financial University under the Government of the Russian Federation with the Ministry of Finance of Russia.

The competition is held in 2 rounds separately among individuals and legal entities in nominations approved annually by the Working Group of the Russian Ministry of Finance.

The first round is aimed at preliminary selection and is conducted according to the rules of an open competition. In this round, the competition commission evaluates the compliance of applications with the requirements of the competition.

The second round of the competition is held among persons who have passed the preliminary selection, according to the rules of a closed competition, and is aimed at determining the winners of the competition by evaluating and comparing competitive projects in each nomination. In this round, in addition to competitive materials that have passed the pre-selection, competitive projects presented by executive authorities of the constituent entities of the federation and local governments based on the results of regional and municipal competitions of projects to present a budget for citizens are also considered.
