Crimean Rosreestr: cadastral registration and registration of rights to real estate will become the main tasks

State cadastral registration and state registration of rights to real estate objects will become the main government services that will be provided to applicants by the Office of the Federal Service for State Registration, Cadastre and Cartography for the Republic of Crimea from January 2026. Since Rosreestr will soon replace to the liquidated State Committee for State Registration and Cadastre of the Republic of Crimeawe answer frequently asked questions received by the government agency.

The Office of Rosreestr for the Republic of Crimea is a territorial body of Rosreestr, a federal executive body, subordinate to its central office. Specialists of the Rosreestr territorial department will review applications and documents received for registration of property rights and transactions from the “My Documents” MFC or electronically. These services were fundamental in the activities of Goskomregister. Let us remind you that cadastral registration involves entering into the Unified State Register of Real Estate (USRN) information about real estate that confirms its existence with certain characteristics (cadastral number, area, address, etc.) or the termination of the existence of the object. Registration of rights to real estate and transactions with it with the obligatory legal examination of documents is the recognition and confirmation by the state of the emergence, change, transfer and termination of rights to real estate, restrictions on rights and encumbrances on property. Without state registration, the copyright holder cannot fully manage his real estate: sell, donate, exchange, rent, etc.

Let us note that copyright holders do not need to redo title documents drawn up by Goskomregister during the period of its work. In fact, in Crimea, only the body for registering rights will change; the procedure for state registration of rights and the FSIS EGRN software package will remain the same.

The Office of Rosreestr for the Republic of Crimea will have a staff of more than 20 different departments, and will maintain a network of territorial departments in each region of the republic. The head building of Rosreestr will remain in Simferopol at its usual address on the street. Krylova, 162. Territorial departments of the Rosreestr Office will be located at the same addresses as the territorial divisions of the State Committee for Register.

Employees of the Crimean Rosreestr will perform the following functions and tasks:

— state registration of rights and state cadastral registration of real estate;

— maintaining the Unified State Register of Real Estate (except for the register of borders);

— identification and elimination of technical and registry errors in the USRN information;

— registration of ownerless real estate;

— federal state land control (supervision);

— federal state control (supervision) over the activities of self-regulatory organizations of arbitration managers,

— federal state supervision over the activities of self-regulatory organizations of appraisers;

— federal state supervision over the activities of self-regulatory organizations of cadastral engineers;

— carrying out state examination of land management documentation.

We would like to add that providing information from the Unified State Register of Real Estate (extracts, copies of documents) will not be within the powers of the Rosreestr Office. This area will be handled by the Crimean branch of the public law company Roskadastr.
