At the same time, electronic nicotine delivery systems themselves are excluded from the list of excisable goods.

Protection of personal data of property owners.

Third parties will not be able to obtain information about the owners of real estate from the Unified State Register of Real Estate without their consent. Access will remain with the spouses, as well as with employees of a number of government agencies and notaries. This will protect the personal data of citizens from fraudsters.

The procedure for carrying out work in places of military burials.

Excavation, road and other works, as a result of which military burials may suffer, can be carried out only after agreement with local governments.

Requirements for the appearance of buildings.

During the construction or reconstruction of capital construction facilities, it will be necessary to coordinate their appearance with local governments. In certain areas, it will be necessary to take into account the requirements for the volumetric and architectural and stylistic characteristics of the capital construction object. They will be established by the Government of the Russian Federation.

The procedure for declaring the income of regional and municipal deputies.

Regional and municipal deputies who carry out their activities without leaving their main place of work (that is, not on a permanent basis) will submit declarations after being elected, and also if large transactions were made during the reporting year that exceed the total income of the deputy and his wife (spouse ) for three years. The accuracy of this information can be verified. For 180 days of absence without a good reason in the representative body of regional and municipal deputies, they can deprive them of their mandate. In order to protect personal data, only generalized information on the fulfillment of the obligation to provide information on income will be posted on the Internet. This rule also applies to State Duma deputies and senators.

Electric scooters and gyroscooters will be included in the traffic rules.

Means of individual mobility will be included in the Rules of the road. These are electric scooters, electric skateboards, gyro scooters, segways, unicycles and other similar means. The maximum speed of movement on them is 25 km / h. It is necessary to calculate the speed of movement based on the priority of pedestrians. In addition, electric vehicles that can be driven on sidewalks, bike paths and pedestrian paths must weigh no more than 35 kg. Traffic will be regulated by special road signs.

Recalculation of fees for garbage collection.

If citizens are absent from their living quarters for more than five days in a row, they will be able to pay less for the garbage collection service. To do this, before departure or no later than 30 days after returning, you will need to contact the management company or the MSW operator with an application for recalculation, attaching supporting documents (tourist packages, air tickets, etc.).

Restriction on the use of foreign messengers.

When providing public services, fulfilling a state or municipal task, as well as banks and non-credit financial organizations, it is prohibited to use foreign instant messengers to transfer payment documents, personal data of citizens and information on the transfer of funds. In addition, it will not be possible to make bank transfers through them. The list of messengers is determined by Roskomnadzor.

Support for small and medium businesses.

Small and medium-sized businesses have been granted a pre-emptive right to buy out movable property, such as trucks, construction and agricultural machinery, that is state or municipal property. Previously, this right extended only to real estate.

Online sale of prescription drugs.

An experiment on remote sale of prescription drugs will begin. It will be held in three regions — Moscow, Belgorod and Moscow regions — and will last until March 1, 2026. If the experiment is successful, the practice can be extended to other subjects of the Russian Federation.

Citizens with a criminal record for a number of serious crimes will not be allowed to drive public transport and taxis. This applies to unexpunged or outstanding convictions for murder, intentional infliction of grievous bodily harm, kidnapping, robbery, robbery, sexual crimes, as well as against public safety and the constitutional order. The norm applies not only to Russians, but also to citizens of the EAEU member countries.

New responsibilities for service owners with announcements.

Sites and services with ads, whose daily audience is more than 100,000 users, must stop the posting of extremist materials, as well as publications containing obscene language that promote pornography, violence and cruelty. In addition, the owners of such resources are required to establish a single audience meter.

Use of biometric data of citizens.

Biometric personal data of citizens can be used for:

conducting intermediate and final certification for undergraduate, specialist and master’s programs;
carrying out non-cash transactions for an amount not exceeding 1000 rubles, including VAT;
conclusion of a contract thieves on the provision of communication services on the Internet;
authentication on the public services portal.

Restriction of the transfer of personal data abroad.

Operators will inform Roskomnadzor of their intention to transfer personal data to foreign countries. With a threat to defense, security and the foundations of the constitutional order, this transfer will be limited.

Members of the Association of Winegrowers and Winemakers of Russia will be able to label their wine, including fortified and sparkling, with federal special stamps containing the emblem «Wine of Russia».
