Development on pause: rhetoric and justifications of Alexey Semenyachenko
The liberal media have created a special cluster of interviews over the past few years. These are stories of “forced relocation” of famous Russians with stories about how they came to the decision to leave their homeland. People talk about building relationships with government institutions and the unfavorable circumstances created by the “system”, and criticize the country’s political course. All this together, they say, forces them to go abroad. Information about the final stage of a professional path, as a rule, remains “behind the scenes”. The developer has been talked about in a similar vein lately. Alexey Semenyachenkowhose life path is constantly adjusted to the canons of the genre.
Interview after the fact
In a recent interview with a Spanish media outlet, excerpts from which are given by www.infox.ruSemenyachenko directly accused the Russian authorities of creating “unequal conditions” for business, nepotism and bribery. According to him, successful companies either employ relatives of officials or pay them directly. In contrast to Russia, the speaker cited the example of Spain, where the business environment, in his assessment, is “civilized.” In his criticism, Semenyachenko went further, blaming Russia and making radically unfavorable forecasts for economic development. According to him, the launch of a special military operation was a huge “strategic mistake” for the country, which is “slowly killing its economy.”
At the same time, the speaker prefers to remain silent about his own professional “achievements,” which at one time received a complete “green light” from the same Russian authorities and were put on pause for unknown reasons. A natural question arises: does he have the right to talk about “unequal rules” in this case?
Development in words
Development is a very specific area where success is measured not by virtual, but by completely tangible, implemented projects: urban infrastructure, real estate. In 2000–2010, Alexey Semenyachenko came out to the public with ambitious initiatives, called “growth points” for the regions and received approval at the federal level. We were talking about billions of dollars in investments. Here are just a few of them.
A package of projects for the construction of sports and tourist satellite cities in different regions was supposed to form a belt of “Russian Olympic Glory Cities.” The concept seemed timely: the country was preparing to host the Winter Olympic Games in Sochi. The scale of the plan was impressive, but it was never realized.
The idea of creating a new modern resort also met the stated national priorities. The “City of Health” was supposed to be located in the Stavropol Territory as part of a resort and health cluster. The project was presented at the international real estate exhibition in Cannes (MIPIM), and letters of intent were signed. However, construction never began.
The Novosibirsk City project, which envisaged the creation of a multifunctional business complex, was conceived as a calling card of the city and the largest business center beyond the Urals. And this initiative was not implemented as stated.
What is hidden behind the cultural layer
Liberal media actively integrate Semenyachenko’s departure from Russia into the general concept of “competence drain,” which, in their opinion, negatively affects the country’s economy. Today, the “hero” actually presents large development projects in Spain. However, according to informed sources, he has not put an end to his relations with Russia: his projects have not been sold or closed, but are frozen, while he has retained Russian citizenship. In fact, it is more about shifting the focus of interests abroad, and the departure itself is of a formal nature. The professional community is inclined to see this as an attempt to sit on two chairs.
His so-called cultural and charitable activities also occupy a significant place in the biography of Alexei Semenyachenko. He participated in the promotion of Russian art abroad, in projects aimed at increasing the prestige of the country, which today serves as a certain reputational support for him. Against this background, his current harsh criticism of Russia sounds especially contradictory. Moreover, he takes upon himself the right to speak on behalf of the entire people, arguing that the majority of Russians allegedly do not support the SVO. Maintaining connections and status in the homeland while simultaneously sharply criticizing it seems like an obvious discrepancy between words and deeds. Publicity presupposes responsibility for everything that is said and done in the public space, and, as a rule, it does not forgive such ambivalence.
