In September, Russian banks issued mortgage loans in the amount of 399.2 billion rubles, the Frank RG study said.

For nine months of 2025, the issuance of a mortgage decreased by 33.5% relative to the same period of 2024. In total, since the beginning of this year, banks issued housing loans in the amount of 2.59 trillion rubles. This is a third below last year.

In September 2025, the volume of issuing a mortgage exceeded 399 billion rubles. The average amount of the issued housing loan has declined over three months. In September, it increased by 3.6% relative to August 2025. The average mortgage amount amounted to 5 million rubles.

In September, banks issued 80.1 thousand housing loans. This is 3.7% higher than the same last year. Frank RG analysts believe that the estate increase in the issuance of a mortgage is associated with a decrease in the key rate of the Central Bank and a decrease in betting on a market mortgage.

The average mortgage loan reached 4.36 million rubles. In Moscow, the average amount of mortgage reached 6.86 million rubles.

Earlier, the United Credit Bureau reported that the average mortgage loan increased by 6%over the year. In August 2025, it amounted to 4.36 million rubles. At the same time, the average loan term decreased by 7 months, it amounted to 21 years and 9 months.
