Educational program: grounds for issuing an extract from the Unified State Register of Real Estate to owners of premises in apartment buildings to persons managing an apartment building

The letter contains the following conclusions:

• the management organization, the board of a homeowners’ association, a housing or housing-construction cooperative, or another specialized consumer cooperative are required to maintain a register of owners of premises in the apartment building;
• the management organization, the board of a homeowners’ association, a housing or housing-construction cooperative, or another specialized consumer cooperative must provide the person on whose initiative a general meeting of owners of premises in an apartment building is convened with a register of owners of premises indicating documents confirming the ownership of the premises;
• the provisions of the current legislation do not impose an obligation on the owner of the premises to provide persons managing apartment buildings with information that allows identifying the owners of the premises;
• the surname, first name, patronymic (if any) of the owner of the premises in the apartment building can be provided to the persons managing the apartment building as part of an extract from the Unified State Register only if there is a record in the Unified State Register of the possibility of providing personal data of the copyright holder of the property, which, in turn, is made on the basis of a corresponding application from the copyright holder;
• if the owner of the property is a legal entity, then the information is publicly available and is indicated in extracts from the Unified State Register of Real Estate at the request of any person.
