Educational program: joining a clinic — how?
In order to receive full medical care, you must be affiliated with a clinic. Attachment is, in essence, the patient’s choice of which specific medical organization he wants to receive medical care.
In accordance with the Federal Law “On Compulsory Health Insurance in the Russian Federation,” every person who has a compulsory health insurance policy (CHI), as part of the issue of attachment to a medical organization, has the right to:
- selection of a medical organization participating in the implementation of compulsory medical insurance programs;
- choosing a doctor in the medical organization to which the citizen is attached.
Why do you need an attachment?
- Receive quality care at the clinic;
- undergo medical examinations and medical examinations;
- issue sick leave;
- receive prescriptions for subsidized medications, etc.
Who has the right to choose a medical organization?
Citizens of the Russian Federation, as well as persons who do not have Russian citizenship and foreigners who reside in the Russian Federation on a temporary basis (TRP or residence permit, refugee status), as well as workers from EAEU member states temporarily staying in the Russian Federation, members of the Commission board, officials and employees of the EAEU have the right to independently choose a medical organization from the list of private or public clinics participating in the compulsory medical insurance system.
The choice of a medical institution in the compulsory medical insurance system is possible if you have a compulsory medical insurance policy, which can be issued at any medical insurance organization personally or through a proxy. This right is enshrined in Art. 16 of the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Health Insurance in the Russian Federation” and Art. 21 of the Federal Law of November 21, 2011 No. 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation.”
Procedure for joining a medical organization:
1. Decide on the medical institution where you want to be served (a list of clinics participating in the compulsory medical insurance system can be found on the website of the medical insurance company and the territorial compulsory medical insurance fund).
2. Contact the registry office of the selected clinic with the necessary documents (passport, compulsory medical insurance policy) and fill out the application form provided.
3. Familiarize yourself with the list of general practitioners (pediatricians, etc.) and information about the service areas when they provide medical care at home. If desired, write a statement about choosing a doctor. Please note that in accordance with the Federal Law “On the Fundamentals of Protecting the Health of Citizens in the Russian Federation”, the choice of a doctor is made with the consent of the doctor. In addition, the choice of a doctor can be made at any time, but not more than once a year.
