Ex-Head of the Department of Architecture and Urban Planning of the Yalta Administration Sentenced

The evidence collected by the Main Investigation Department of the Investigative Committee of the Russian Federation for the Republic of Crimea and the city of Sevastopol was recognized by the court as sufficient for a guilty verdict against the former head of the Department of Architecture and Urban Planning of the Yalta Administration. The woman was found guilty of abuse of office and abuse of office (part 1 of article 285, part 1 of article 286 of the Criminal Code of the Russian Federation).

The Department for the Investigation of Particularly Important Cases of the Main Investigation Department found that in January 2021, the head of the Department of Architecture and Urban Planning of the Yalta city administration entered false information into the draft decision of the session of the Yalta City Council, resulting in eight land plots with the type of permitted use of the “urban forest zone” , on which a large number of Red Book plants and trees grow, were changed to «IZHS», which made it possible to obtain ownership of these land plots and their development— reported in the Sledkom.

In addition, during the specified period of time, the head of the department of architecture and urban planning of the Yalta city administration, abusing his official powers, gave illegal instructions to the competition commission to conclude a municipal contract for the preparation of a draft master plan and rules for land use and development (hereinafter — PZZ) of the municipality of the urban district Yalta, as a result of which the procedure for developing the master plan and the PPP has not been implemented to date, subsidies for the development of this project have been withdrawn.

As a result of criminal acts, the municipality of the city district of Yalta suffered damage in the form of: changes in the territorial zones of specially protected territories, into zones in which it is possible to place land plots with the type of permitted use «For individual residential construction», on which a significant number of plants listed in the Red Book of the Republic of Crimea, thereby violating the unique landscape and climate of the municipality of the city district of Yalta, as well as creating prerequisites for violating environmental legislation due to the possible destruction of green spaces. The amount of damage caused is more than 90 million rubles.— clarified in the Investigative Committee.

The criminal scheme was revealed by operational officers of the Federal Security Service of the Republic of Crimea and the city of Sevastopol.

By the verdict of the Yalta City Court, the defendant was found guilty of the acts incriminated to her, and sentenced to 2 years and 8 months in prison. The verdict did not enter into force.
