The Central Bank of Russia (CBR) announced the expansion of the OSAGO tariff corridor. Public comment on upcoming changes will last until 28 June.
The Central Bank of the Russian Federation announced the forthcoming expansion of the OSAGO tariff corridor. For most categories of drivers, it is planned to expand by % in both directions, which will amount to 28 rubles at the lower border and 1646 rubles on the top. For the public transport category, the tariff corridor will expand by 17,8% up and down. Representatives of the PCA believe that this decision will continue the set course for the liberalization of OSAGO tariffs and will make it possible to more fairly set the cost of «autocitizenship» for different categories of drivers. Thus, the taxi segment is the most unprofitable, the cost of policies for it does not cover the amount of payments made by insurers for accidents involving taxi drivers. Accordingly, insurance companies have to compensate for losses at the expense of other segments of drivers, which has a negative impact on the OSAGO insurance market as a whole, including complicating life for conscientious car owners. The expansion of the tariff corridor will allow neat low-failure segments not to pay for reckless drivers. In addition, previous changes in the tariff corridor did not have a significant impact on the cost of OSAGO, as shown by the experience of the last three years, during which the average price remained at the level of about 5600 rubles.
Pyotr Shkumatov, head of the working group of the ONF “Protection of the rights of motorists”, explains: “For those who do not behave carefully on the road, the price of the policy will naturally increase. This is an important element of social justice, because if a person is disrespectful to other motorists, regularly exposes road users’ vehicles to an increased risk of accidents and sometimes crashes them, then such a driver should pay more. In addition, the competition between insurance companies for the service of neat and low-accident drivers in the domestic OSAGO market is quite high. For this category of clients, a strong price increase will not occur, because it is unprofitable for insurers. That is why discounts for such car owners are growing from year to year, for example, since April 1 this year, the maximum discount for accident-free driving has increased by 4 percentage points and now stands at 54% instead of 26%».
In addition to expanding the tariff corridor, the Central Bank of the Russian Federation also plans to revise the territorial coefficients for some regions. Motorists in localities where the situation with fraud is improving can expect a decrease in this coefficient, which will have a positive impact on the cost of “autocitizenship”.
