For us and for them: how do they consider the cost of OSAGO in other countries?

Russian insurance experts systematically claim the benefits of careful driving for domestic motorists, and these claims are confirmed by official statistics. According to the Russian Union of Auto Insurers (RSA), in 2022 alone, the maximum discount of 54% for accident-free driving at the bonus-malus coefficient (CBM) when applying for an OSAGO policy was received by 31% of all car owners or 15.4 million people. We tell you whether drivers from other countries receive discounts on policies, how the share of accident-free drivers in Russia has grown in recent years, and why you need to drive carefully not only for the sake of discounts.

In neighboring Estonia, the size of the premium is affected by the brand, model, engine power, weight and number of seats in the car. Insurance history matters, but there is no single rule on how to evaluate it and to what extent it is taken into account — this remains at the discretion of the company. Norwegian car owners are entitled to discounts on insurance for accident-free driving, and the perpetrators of an accident, in order to save on the next policy, pay most of the damage to the injured party instead of the insurer. Finnish drivers are familiar with discounts for accident-free OSAGO, and the cost of the policy is also affected by the presence or absence of additional safety features, such as anti-lock brakes. By the way, in Italy even old cars standing in garages are insured for years, because they are registered. The average cost of a policy here is about 26 thousand rubles.

In the United States, when determining the cost of a compulsory auto insurance contract, not only the age, mileage and make of the car are taken into account, but also the degree of well-being of the area of ​​the city where the car is kept at night. The number and severity of accidents can increase the amount of the insurance premium by several times, and large insurance companies have the legal right to refuse a representative of a “high-risk group” at all. The cost of a Chinese motor vehicle citizen is also affected by the history of driving: every year without an accident, it reduces the price of the policy by 10%, but the maximum discount is only 30% (recall that in Russia the maximum discount can reach 54%). And, finally, in Japan there is no analogue of the Russian KBM: the cost of OSAGO has been established under state control for more than half a century. Compensation for damages applies only to cases of harm to life and health.

But let’s get back to Russian OSAGO consumers: from year to year, the number of drivers who realize the benefits of accident-free driving and receive well-deserved discounts when taking out insurance is really growing. If a KBM discount of 5% or more in 2022 was received by 92.5% or 45.8 million car owners, then in 2021 it was received by 35.9 million drivers who bought OSAGO, and in 2020 a little less — 35 million who insured their civil liability of a person. In 2021, the share of car owners with the maximum KBM discount at that time (50%) was 14.7 million people, and a year earlier, 9.6 million car owners were its owners.

Thanks to the «bonus-malus» system, insurers more accurately determine the individual cost of OSAGO for emergency and accident-free car owners. Statistics show that careful drivers on the roads are the vast majority and their proportion is growing as people realize how beneficial it is to drive carefully. Discounts for them are increasing, which means that the price of insurance looks more attractive than that of high-accident reckless drivers. The OSAGO: Public Expert Review project reminds that the bonus-malus coefficient is reviewed annually, which allows insurance companies to form the cost of an OSAGO policy individually for each car owner even more fairly. The last update of the KBM took place on April 1, 2022. The maximum rebate for accident-free driving increased by 4 percentage points for the first time (from 50% to 54%). The minimum BMF decreased from 0.5 to 0.46, while the maximum increased from 2.45 to 3.92. The next automatic recalculation of the bonus-malus coefficient will take place on April 1, 2023 and will be valid until March 31, 2024.
