Former acting Deputy Governor of Sevastopol may go to prison for 12 years

The state prosecution asks the Leninsky District Court of Sevastopol to sentence the former acting officer to 12 years in a maximum security colony. Deputy Head of Sevastopol Evgeniy Gorlov in a criminal case of receiving 6 million rubles in bribes, which he demanded from a representative of the Sevastopolgaz company (transferred to state ownership of the region). As the ex-official’s lawyer Alexander Karabanov clarified to TASS, the defense asks to take into account the defendant’s active contribution to the investigation of the case, his admission of guilt and surrender.

The prosecutor, during the debate between the parties in Sevastopol, asked for my client to be sentenced to 12 years in prison, to be served in a maximum security colony, and also to impose a fine on Gorlov in the amount of 360 million rubles. The defense, in turn, requests that mitigating circumstances, active assistance in the investigation of the criminal case, admission of guilt and surrender be taken into account when imposing a sentence.said the defender.

The lawyer also asked the court in Sevastopol to separate the civil claim for recovery of Gorlov’s property into a separate proceeding. The defense insists that there is no damage in the case, and Gorlov himself allegedly did not harm the interests of the service or citizens through his actions.

Earlier it was reported that in order to ensure the execution of the sentence regarding the collection of a fine and other property penalties in a criminal case, a security arrest was imposed, including on the property of Gorlov’s sister, a Hummer car and the assets of his mother, including land plots and residential buildings in the Rostov region and Alushta. The total amount arrested is about 52.7 million rubles. Interim measures were taken at the direction of the Prosecutor General’s Office of the Russian Federation, which is monitoring the investigation of the case against the ex-official, the materials say.

The essence of the charges

The criminal case was initiated on August 25, 2024 by the Main Investigation Department of the Investigative Committee of the Russian Federation. According to the case materials, at the end of 2023, the official systematically decided to receive an “increase” in salary from a representative of Sevastopolgaz PJSC and Digital Technologies LLC for general patronage. According to investigators, Gorlov demanded that the businessman, through his acquaintance Larin, give him 1 million rubles every month from December 2023 for helping to ensure timely payment and repayment of debt under contracts concluded with subordinate institutions, as well as for general patronage in the service. Later, according to the investigation, Gorlov demanded that the victim give him a bribe in the amount of 6 million rubles in six months.

In early August, the man contacted the Russian FSB Directorate for the Republic of Crimea and the city of Sevastopol. First, Larin was detained and given 6 million rubles for Gorlov. Larin’s further actions were carried out under the control of law enforcement officers. At the time of receiving the money, the now former official was detained; he is accused of committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale), and Larin is charged with Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery). They both fully admitted their guilt.

Earlier, during the preliminary investigation, it became known that Larin served in the SBU and was put on the wanted list in Ukraine for high treason. In addition, the materials of the criminal case say that the chairman of the board of directors of Sevastopolgaz PJSC, Eduard Tretyak, who claimed to have extorted a bribe from Gorlov, met Larin more than 10 years ago, as an officer of the internal affairs of Ukraine, when he served in the SBU department for Sevastopol. After the referendum in 2014, Larin joined the Russian law enforcement agencies, and in 2020 he retired, working before his arrest in a construction organization that entered into government contracts with the authorities of Sevastopol for construction and installation work, the documents say.

Gorlov served as acting deputy governor of Sevastopol from January 10, 2023 to August 5, 2024. He oversaw the spheres of housing and communal services and environmental management. On August 6, 2024, the governor of Sevastopol, Mikhail Razvozhaev, announced that Gorlov had been fired. At the same time, the head of the city declared the inadmissibility of corruption.
