Guest houses are being registered in Crimea. In Feodosia, 359 accommodation facilities underwent self-assessment

The experiment on classifying guest houses in the Republic of Crimea started on September 1, 2025. As of February 16, 2026. On the territory of the municipal district of Feodosia, 359 accommodation facilities passed the self-assessment.

However, many owners of individual residential buildings encounter problems when passing the “self-assessment” of guest houses:

• Refusal to register in the Unified State Register of Real Estate (hereinafter referred to as the EGRN) of previously built buildings that are used as guest houses, due to non-compliance with the requirements of urban planning regulations for residential buildings: signs of the hotel purpose of the buildings.
• Transfer of real estate objects from the status of a residential building to a non-residential building for objects that do not meet the requirements for participants in the experiment regulating the activities of guest houses in accordance with Federal Law No. 127-FZ of June 7, 2025 “On conducting an experiment in the provision of guest house services.”

The administration, in order to develop joint solutions on problematic issues, requests information about the problems encountered when preparing documents for individual buildings.
