Hint: you can sign documents online through the Gosklyuch application.
1. UNEP — mainly used for signing communication contracts, personnel documents and applications to non-state pension funds.
2. UKEP – most often used for signing applications for government services, real estate transactions (with developers and banks), business documents and customs declarations.
Since the launch of the application, over 4,000 Sevastopol residents have contacted the MFC for the purpose of conducting face-to-face identification. Since the beginning of 2026 — 455 applications. Signing documents through Gosklyuch is legally equivalent to signing on paper by hand. For individuals, what can be signed in Gosklyuch depends on the type of electronic signature,” noted Yuri Gromyak, deputy director of the MFC of Sevastopol.
In order to start using Gosklyuch, you need:
- download the application to your phone;
- log into the application through your “State Services” account;
- come up with a strong password;
- receive a UNEP certificate.
In order to obtain a UKEP, you must confirm your identity in any of the MFC branches, or independently using biometrics or a new international passport. The certificate will be ready immediately — you can already sign documents with it. The signature is valid for a year, after which it can be renewed in the application.
Detailed instructions for preparing an electronic signature can be found on the State Services portal.
