The State Duma rejected another bill on apartments. Therefore, the All-Russian Center for National Construction Policy turned to the Ministry of Construction with a proposal to give apartments the status of “second category housing” and continue to allow their construction only in resort towns. Russia has already built 5-7 million square meters. m of formally non-residential premises in which people actually live. And the issue must be resolved somehow.
This offer could indeed give the apartments a specific legal statusc, – quote head of the representative office of the investment and development company Alexei Mogila. – «Housing of the second category» is called housing that is not provided with social infrastructure — kindergartens, schools, clinics, etc. But is the name so important for the owners? Most importantly, it will be possible to register in such housing and reduce the property tax from 2 to 0.5% of the cadastral value.
