Important: pre-registration — new rules for admission to the MFC

From November 1, 2025, city residents will be able to visit MFC branches by appointment.

Since October 1, we have worked in test mode, analyzed work by appointment and came to the conclusion that this form of service will reduce the time applicants stay at the MFC, while maintaining the volume of accepted cases. It should be noted that the MFC issues more than 650 pre-registration coupons daily for subsequent days — for more than 800 cases. About 500 coupons are issued in advance for the current day— the press service of the Government of Sevastopol quotes Deputy Director of the MFC of Sevastopol Yuri Gromyak.

Reception statistics for October 30 showed that throughout the MFC network, 1,393 applications were accepted from legal entities and individuals, about 900 results of service provision were issued, and 186 consultations were conducted.

Sevastopol residents can obtain a pre-registration coupon in the following ways:

  • by Call Center numbers: 122 (extension 5 — free call) and 41-71-00;
  • on the mfc92.ru portal in the “Pre-registration” section using authorization through the Unified Identification and Authentication System (USIA);
  • in electronic queue terminals in all MFC branches.

Changes to the rules do not apply to the following categories of requests:

  • preferential categories of citizens;
  • receiving ready documents;
  • submission of additional documents for cadastral registration and real estate registration;
  • confirmation of your account on State Services;
  • full-time identification for obtaining UKEP in the Gosklyuch application;
  • obtaining the result of service provision from the State Services portal.

If you discover that access to your account is blocked, you must immediately take steps to restore access. You can contact the MFC branch or another service center in person — for this you will need your original passport, SNILS and telephone number.

If for some reason it was not possible to recover your password through the MFC (for example, the working day ended or it was a day off), then you can restore access yourself on the State Services portal — by using the phone number linked to your personal account, or via email,” commented Yuri Gromyak.

If you cannot recover your password yourself, you need to call the technical support service of the State Services portal at 8 (800) 100-70-10.
