The provision of state social assistance on the basis of a social contract is one of the main tools for achieving national goals to improve people’s well-being, family support, and can create conditions for improving the level and quality of life of citizens with low incomes. One of the target indicators characterizing the achievement of this goal is the reduction of poverty.
The purpose of providing state social assistance on the basis of a social contract is to improve the quality of life of low-income citizens through their own active actions to obtain permanent independent sources of income in cash, allowing them to overcome a difficult life situation and improve the financial situation of citizens and their families.
The Department of Social Policy of the Administration of the City of Yalta of the Republic of Crimea exercises powers to provide state social assistance on the basis of a social contract in the municipal district of the resort city of Yalta. As part of this social support, low-income families and citizens can receive assistance for business activities in the form of a one-time payment of up to 350 thousand rubles for the purchase of equipment and tools for work.
In 2025, such support was received in Yalta by a large family that experienced grief: the head of the family was unable to cope with a serious illness and died suddenly. The burden of responsibility for the family fell on the mother’s shoulders. While her husband was still alive, she planned to open her own workshop for sewing and repairing clothes and textiles. However, faced with the illness of her husband, financial difficulties arose in the family. Having lost the head of the family, they decided to overcome their difficult life situation with government support. The family entered into a social contract to carry out entrepreneurial activities and received financial support for the purchase of equipment, consumables and rent of premises for the first time to open a workshop.
A sewing machine, an overlocker, a steam generator, the necessary furniture, tools, and a supply of consumables were purchased. A rental agreement for the premises has been concluded. Purchasing equipment and preparing the workplace took a couple of months. And so the workshop began its work. This social contract has been implemented for only 5 months, but already the family has the opportunity to achieve a stable income and improve their living situation.
Another example of the successful implementation of a social contract for entrepreneurial activity was also implemented in 2025. A family consisting of a mother and two minor children has entered into a social contract. This family also has a difficult life situation: the youngest child, six years old, has a disability. In such a situation, it turned out to be very difficult for a mother raising children alone to find a suitable job. A business plan was prepared for the provision of event decoration services and photo zones. The cash payment received under the terms of the social contract was used to purchase metal frames, panels with sequins, neon signs, a floor fan, spotlights, a banner for the photo zone, and a supply of consumables. The cost estimate also included expenses for advertising services. The deadline for fulfilling the terms of this social contract is coming to an end, and now we can talk about its successful implementation. The family achieved a stable income, and my mother had the opportunity to organize her work schedule taking into account the needs of her family.
