Order of the Ministry of Justice of the Russian Federation dated December 1, 2025 N 326 “On amending paragraph 1 of the list of benefits applied to regional tariffs, approved by order of the Ministry of Justice of the Russian Federation dated September 12, 2023 No. 253” (the document has not entered into force).

Citizens of Russia who permanently resided in the DPR, LPR, Zaporozhye and Kherson regions before February 24, 2022 and are registered at their place of residence in these territories are 100% exempt from the regional notary tariff, upon certification of a power of attorney to represent the interests of citizens in the courts, as well as upon issuance of one duplicate of a notarial document, which is kept by a notary operating in these regions.
