Important: which military personnel will receive a salary increase from October 1, 2026

Salaries for military positions and military ranks will immediately increase by 4 percent from October 1, 2026. The draft of the corresponding Government resolution was published by the Ministry of Defense. The Parliamentary Newspaper tells who will be affected by the upcoming indexation.

According to the draft resolution, the proposed indexation will affect the pay of several categories of military personnel. Among them:

  • military personnel serving under contract;
  • military personnel serving under conscription;
  • military personnel — employees of the National Guard, the Ministry of Internal Affairs, institutions and bodies of the penal system, enforcement agencies, customs, fire service;
  • commanding staff of federal courier communications bodies.

In addition, it is proposed to increase the monthly salaries on which pensions depend by the same four percent for employees of the Ministry of Internal Affairs who previously served in the agencies for control of the circulation of narcotic drugs and psychotropic substances.

The increase is provided for both salaries for military positions and for salaries for military ranks — these, as we explained earlier, are two different categories of payments, which ultimately make up the total salary. In addition, for the convenience of calculations when revising salaries, it is proposed to get rid of kopecks and round them up to the nearest whole ruble.

Thus, for example, for soldiers and sailors, the salary according to military rank instead of 15,500 rubles and 16 kopecks will be 15,501 rubles. For deputy platoon commanders — not 26,347 rubles and 36 kopecks, but 26,348 rubles and so on.

As noted in the explanatory note, the costs of implementing the project have already been taken into account in the budget for 2026 and the planning period 2027-2028 for the relevant federal executive authorities and federal government agencies.

Work on a systematic basis

Let us remind you that the indexation of pay for military personnel in Russia takes place on a regular basis. Thus, the last time salaries were increased was on October 1, 2025, by 7.6 percent at once — and initially the indexation amount was planned to be set almost half as much, at 4.5 percent, but subsequently the Ministry of Defense decided to revise it upward.

As a result, salaries increased for conscripts and contract soldiers, employees of the Russian Guard, the Ministry of Internal Affairs and the Federal Penitentiary Service, bailiffs, customs, the federal fire service and the leadership of the federal courier communications authorities. Chairman of the State Duma Committee on Defense Andrei Kartapolov, in a conversation with Parliamentary Gazette, especially emphasized the importance of such a decision.

We could not allow our guys who serve in the Armed Forces and other law enforcement agencies to be left without indexation of their pay; this is wrong, in our opinion. And we worked on this with the Ministry of Finance, the Government, and found a mutually acceptable solution, — the parliamentarian emphasized.

Currently, the draft resolution is at the stage of independent anti-corruption examination. It will end on February 18th.
