These are separate payments, they are carried out by employers: they transfer the increased insurance premium so that their pensioners receive additional payments,” explained Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans’ Affairs, to the Parliamentary Newspaper.
Such payments are due to people in connection with harmful or dangerous working conditions. The amount of the additional payment is individual — it depends on the average monthly earnings and length of service. The size of the premium is adjusted four times a year — February 1, May 1, August 1 and November 1.
Starting in May, people who turned 80 years old in April, as well as those who received Group I disability in the previous month, will begin to receive increased pensions.
Old-age insurance pensions in Russia consist of two parts: fixed and insurance. The fixed part is the same for all recipients; for calculating the insurance part, indicators such as total length of service, average earnings before January 1, 2002, and the amount of pension contributions after this date are important. The increase in payments to 80-year-old Russians and disabled people of group I will occur by doubling the fixed payment to the insurance pension; its value in 2026 is 9584 rubles 69 kopecks. That is, in May, these categories of pensioners will receive a fixed payment in the amount of 19,169.38 rubles.
Current legislation allows this surcharge to be established only on one of two grounds. If the pension was increased, for example, when a person received the first group of disability, then the second time, when he reaches 80 years old, it will not be increased.
There is no need to contact the Social Fund to increase the fixed payment; it will be recalculated without a request.
Elderly people caring for disabled relatives can also count on a supplement to their pension. These can be children, grandchildren, brothers and sisters under 18 years of age. If wards are full-time students, the additional payment will be accrued until they turn 23 years old.
The size of the payment depends on how many relatives are in the care of the elderly person. The additional payment for one relative is a third of the fixed pension payment; if there are two dependents, the amount of the additional payment is doubled. If a pensioner has three or more people on his payroll, the additional payment will be one hundred percent of the fixed payment.
Such bonuses are issued upon the initial assignment of a pension. But if a person began to take care of disabled relatives later, then in order to receive additional payment he will need to submit an application to the Social Fund.
In May, older people who recently retired from work will also be able to receive an increased pension. Previously, for several years in a row, from 2016 to 2024, the indexation of payments to working pensioners was carried out in a special order: the new pension amount was recorded in documents, and the money was accrued while the person was working without taking into account indexation.
After retirement, a person receives the right to restore all missed indexations, explained Sergei Gavrilov, Chairman of the State Duma Committee on Property, Land and Property Relations, to the Parliamentary Newspaper.
Recalculation is carried out automatically.
