In 2025, 536 social contracts were concluded in Sevastopol
In 2025, 536 contracts were concluded, thanks to which citizens were able to open their own businesses, find jobs, organize private farming and stabilize their financial situation. Sevastopol residents whose average per capita income is below the subsistence level established in the region have the right to a social contract. In 2026, this amount is 19,318 rubles.
As a priority, a social contract can be concluded by large families, families with children, SVO participants and members of their families. The program is really aimed at helping low-income citizens in order to stimulate their active actions to overcome a difficult life situation— the press service of the Government of Sevastopol quotes the head of the department for support of social contracts of the Department of Labor and Social Protection of the Population Diana Yakushkina.
A striking example of how a social contract changes life is the story of Natalya Pyatina. She became the first person in Sevastopol to receive support for opening a career guidance office for teenagers and adults, “Guide to the Image of the Future.”
I already had the education of a career guidance specialist, but there was no opportunity to open a full-fledged, well-equipped office. Developing a business plan was not easy, but the department staff showed sincere interest and helped to prepare everything correctly,” Natalya shared.
With the funds received, Natalya underwent additional training as a child psychologist and partially financed the creation of the website. Today she doesn’t just work, but does something that benefits and changes the lives of other people.
The social contract is targeted assistance. Main directions:
- starting or developing your own business (individual entrepreneur, self-employment);
- job search and vocational training;
- organization of personal subsidiary plots (LPH);
- other measures to overcome difficult life situations.
The duration of support depends on the chosen goal:
- job search — up to 9 months;
- opening an individual entrepreneur or registering for self-employment — up to 12 months;
- management of private household plots — up to 12 months;
- overcoming another difficult life situation — up to 6 months.
A social contract is a chance not just to receive temporary help, but to create the basis for long-term stability and self-realization. You can apply for a social contract through the State Services portal, to the Department of Labor and Social Protection of the Population (40 Rudneva Street, room 405) or to the MFC.
