According to CIAN, a similar situation is typical for the entire real estate market in Crimea. The portal published 12.5 thousand advertisements for the sale of apartments without finishing, 5,400 with finishing. A large volume of unfinished real estate is characteristic not only of the Crimean market.
Analysts have recorded an increase in the number of unfinished apartments in new buildings in Moscow – 61%. According to Metrium, in the first quarter of 2025, the share of fully finished apartments in the Moscow market of new buildings was 27%. This is the minimum since the beginning of 2018, when the figure was 23%. Experts believe that the reason for the refusal to decorate lies purely on an economic level, in particular, this is due to the unpredictable increase in the cost of finishing materials, plumbing and other things in two to three years, when the house is being prepared for delivery. Developers do not want to take risks, and buyers again began to choose objects based on a lower price. Apartments and apartments with finishing are 10-20% more expensive than without finishing.
In the case of apartments, price also plays a role, but most apartment complexes are positioned as hotels, which means that the apartments in them must meet certain quality standards in order to be classified as hotel rooms and effectively managed. This applies to both finishing and equipment (furniture, appliances). According to IDEM, only five apartment complexes under construction offer furnishings and equipment in addition to turnkey finishing. Other projects may not receive hotel status. In any case, after construction is completed, it will take a lot of time for the owners to equip their apartments for habitation, but whether they can do this according to hotel standards is a big question.
Therefore, experts recommend purchasing apartments with a fine finish and preferably with furniture, a turnkey room. Buyers of real estate in Crimea are investors from all over Russia, who are not always comfortable doing their own repairs or monitoring the quality of work far from their place of permanent residence.
All projects with finishing and furnishing also offer professional hotel management. According to the hotel classification rules currently in force in Russia, the hotel must have a single hotel operator, even if the rooms belong to private owners, otherwise it will be impossible to obtain a star rating.
