In Crimea, measures are being introduced to support entrepreneurs during the emergency regime
The Crimean authorities have developed a set of measures to support Crimean entrepreneurs during the emergency situation. These include deferment of land payments, preferential microloans and other mechanisms. The head of the republic, Sergei Aksenov, announced this in his MAKS channel.
The Government of the Republic of Crimea has developed a package of measures to support Crimean entrepreneurs in the current situation. Among them: a reduction in the fee for the placement of non-stationary retail facilities; deferment for payment of rent for land plots owned by the Republic of Crimea (until December 20, 2026) for certain categories of landwrote the head of the region.
In addition, it is proposed to reduce the fee for the provision and use of retail space on the territory of retail markets, as well as to restructure the debt under leasing agreements of the Regional Leasing Company.
Also, for organizations and individual entrepreneurs, rent for the republic’s property (except for land and housing) will be reduced by 75%.
In addition, according to Aksenov, calendar plans for the implementation of investment projects will be adjusted, and businesses will be able to receive preferential microloans and restructuring of existing agreements of the Microfinance Entrepreneurship Fund of the Republic of Crimea.
Another support measure is the extension of the period for fulfilling obligations under the agreement on the conditions of activity in the free economic zone.
According to the head of the republic, the possibility of establishing rent for investors in the amount of 1 ruble per year for land plots in the Saki and Black Sea regions is also being considered. In addition, businesses are offered training and support.

- Land lease (property of the republic) — deferment of payments from July 1 to November 1 for agricultural land, residential development, catering, hotels, manufacturing, energy, resort sector, etc.
- Rental of republican property (non-residential premises, equipment) — reduction by 75% from July 1 to October 31 for food manufacturers, hotels, sanatoriums, children’s camps and cinemas.
- Non-stationary objects — a reduction in fees is recommended from June 1 to September 30 (seasonal trade and services).
- Microloans — preferential rate below the key rate of the Central Bank, restructuring of previously issued loans for 12 months, suspension of fines and penalties for up to 6 months.
- Leasing – debt restructuring in 2026–2027. in case of force majeure (failures of logistics, fuel, energy).
- Investment projects – adjustment of calendar plans, incl. for FEZ participants.
- For investors in the Saki and Black Sea regions — land rent for 1 ruble per year until December 31 (areas without commissioned facilities due to the SVO).
- Trading places in retail markets – fee reduction from June 1 to September 30.
