In Crimea, the number of individual entrepreneurs has increased eightfold since 2014
According to current data, 89,643 individual entrepreneurs and legal entities, as well as 188,935 self-employed people, are registered in the republic. In total, this is 278,578 people who run their own businesses, develop projects, create jobs and daily contribute to the development of Crimea. This is a record figure — an indicator that the business environment is becoming more active, and interest in entrepreneurship is steadily growing. And when compared with 2014, the scale of changes is especially noticeable: during this time the number of entrepreneurs and self-employed people increased more than eight timesnoted Ganzhara.
According to him, the increase in the number of entrepreneurs occurred due to government support measures. One of the key measures remains the reduced tax rate, which was extended by the State Council of Crimea for the entire year 2026. They are: 4% — for the object of taxation “income” (at a federal rate of 6%), 10% — for the object “income reduced by the amount of expenses” (at a federal rate of 15%).
For social enterprises, IT companies and software developers, even more favorable conditions are provided — rates of 1% and 5%. Benefits apply to almost all types of activities, with the exception of certain areas: pawnshops, life insurance, non-state pension funds and gambling.
From 2025, benefits have been introduced for companies engaged in manufacturing. They will be able to apply an insurance premium rate of 7.6% in terms of excess of the minimum wage. This is an additional incentive for the development of industry and the launch of new production facilities in the region.
Entrepreneurs can also count on direct support — for example, drawing up a social contract for business development. The maximum amount of such a contract is 350 thousand rubles, which can be a serious help for starting or scaling a small business.
Business support
Crimea has a developed business support infrastructure. For example, at the Microfinance Fund for Entrepreneurship of the Republic of Crimea, you can get a microloan in the amount of 150 thousand rubles at an interest rate of 8% per annum. Another tool is leasing. Interest rates for leasing are fixed — 6% for Russian-made leased items and 8% for foreign-made leased items. In addition, at the “My Business” center, entrepreneurs can receive advice on starting and developing their business, undergo training or improve the skills of employees, and also receive assistance in selecting government support measures.
