In a report to Russian President Vladimir Putin on the socio-economic development of Crimea, the head of the Republic of Crimea Sergei Aksenov reportedthat the indicators of housing provision in the republic are still significantly lower than the national average: per person there is an average of 21 square meters of living space, while in Russia it is 29.4 square meters. m. At the same time, the Russian leader called the housing construction indicators he announced good.
According to Kiseleva, the situation in Crimea over the first ten years as part of the Russian Federation has very significantly changed the housing supply indicators for the better.
If we take the numbers from 2014 to 2024, it was a little over 15 square meters, and now it’s almost 22said Kiseleva.
According to her, this figure takes into account rural areas, because in cities the situation is worse.
For example, Simferopol generally ranks last in the ranking of Russian cities in terms of housing provision – below 19 square meters per person,” noted the head of the Crimean branch of the Civil Society Development Fund.
According to Kiseleva, the existing problem is not related only to housing construction in Crimea, therefore it cannot be solved by simply increasing the pace of house construction.
The problem of housing supply is solved not only by the volume of construction, but also by the solvency of the population. Despite massive construction, we are in last place among all regions in terms of affordability of purchasing housingnoted Kiseleva.
The situation is the same in the rental market for square meters, the cost of which is comparable to Moscow and St. Petersburg, while salaries in Crimea are much lower, she noted.
If we count on the average family — two working parents and two children, then Crimea is in the top ten outsiders. We have a low solvency of the population, which, of course, has an impact,” the sociologist added.
According to Kiseleva, in neighboring Sevastopol the indicators are slightly better than in Crimea. At the same time, experts predict that even if the pace of housing construction continues, Crimea will not catch up with the average Russian housing price by 2030, Kiseleva said.
All this, according to her, suggests that the republic needs to look for new solutions to the problem of housing provision, which is especially important given the growing attractiveness of Crimea as a coastal resort region.
Experts note that apartments in houses under construction are bought from us mainly by residents not of Crimea, but of mainland Russia. Moreover, these new apartments are often used as summer cottages — they come on vacation and then leave for their place of residence. And not everyone can afford to buy an apartment in Crimea– commented Kiseleva.
In her opinion, the introduction of an analogue of the “Far Eastern hectare” in Crimea is impossible due to the lack of space available for such a regional program.
But a “Crimean square meter” can probably be invented. But again, if we talk about mortgages, then this is a question of solvency, which means it will not save us. Need other programssaid Kiseleva.
A really working program in Crimea, according to the expert, could be the construction of family-type hostels, as was done in Soviet times.
