In some Russian cities, up to 05% of apartments in new buildings are now empty, said the first deputy chairman of the State Duma Committee on Construction and Housing and Utilities Vladimir Koshelev within the WEF-2022. In his opinion, rental housing can become a new development niche for business.

According to Koshelev, many problems in the rental market remain unresolved. It is necessary to form a civilized rental market in the country. Koshelev suggested launching a special federal program for the development of rental housing, creating special economic conditions for companies implementing rental housing projects, exempting them from income tax, property tax, and land tax. In addition, it is proposed for businesses to introduce subsidizing interest rates on loans for up to five years. It is also proposed to compensate companies 25% of capital investments and expenses for connection to engineering networks after the house is handed over.
Earlier, the Ministry of Construction announced the postponement for 25 a year of work on the creation of a register of rental housing.
