In Sevastopol, 17 state program facilities are to be put into operation

In February, at a meeting of the Deputy Minister of Construction and Housing and Communal Services of the Russian Federation Almaz Khusainov with the government of Sevastopol, the results of the implementation of the state program “Socio-economic development of the Republic of Crimea and Sevastopol” for 2024 were discussed. At the same time, it was announced that 23 facilities were planned to be commissioned by the end of 2025. Among the most significant are the 17.3 km high-pressure gas pipeline across the bay, the second stage of the reconstruction of Victory Park and the indoor ice skating rink on Melnik Street.
With less than two months left until the end of the year, it’s time to find out how things are going at construction sites, how many projects will actually be completed this year, and whether there is a risk of new long-term construction projects.

As part of the Program adjustment carried out in the second half of 2025, due to unforeseen circumstances identified during construction and installation work, the commissioning date for six facilities was postponed to 2026,” the capital construction department said in response to an information request from the editors.
Thus, the following dropped from the list of objects planned for delivery: low-pressure gas pipelines in Lyubimovka and high-pressure gas pipelines crossing the Sevastopol Bay; second stage of Victory Park; a water pipeline from Lazarevskaya Street to Ushakova Square, an industrial park and a heating station on Khrustaleva Street. Therefore, the list for delivery now has 17 items instead of 23.
There are several reasons for the postponement. This is an adjustment to the design and estimate documentation due to a change in the pipeline route to bypass a dangerous section. At another site, it is necessary to recalculate the estimate due to a change in the method of laying the gas pipeline “based on numerous requests from residents.”
Somewhere during construction and installation work, a previously undetected cultural layer was discovered. Additional research is currently being carried out. In this connection, there was a need to make significant changes to the design and estimate documentation based on current data and optimization of design solutions— they explained in the capital construction department.
So, as part of the state program, a gas pipeline in the village of Rossoshanka and a House of Culture in the 1st department of Zolotaya Balka have already been commissioned this year. The following must be completed: three more gas pipelines in the Baydar Valley, two water pipelines, an ice skating rink, a kindergarten on Vakulenchuka Street (near the Lavender shopping center), two boiler houses and six heating stations.
