In Sevastopol they want to change the transport tax rates. Naturally, not in the direction of decrease
The Legislative Assembly introduced amendments to the law “On transport tax” and the law “On the patent system of taxation in the territory of the federal city of Sevastopol”.
Sevastopol remains one of the few regions of the Southern Federal District where transport tax rates have not changed for years and today remain one of the lowest: less than in the Krasnodar Territory, Rostov, Astrakhan and Volgograd regions. To ensure sustainable financing for road repair and construction, the Department of Finance has prepared a draft law that provides for a moderate adjustment of rates.
The changes are proposed not “up to the maximum”, but to the minimum level already in effect in neighboring regions.
For example, for a car with a power of 100–150 hp. — these include Lada Granta, KIA Rio, Skoda Rapid — in Sevastopol they now pay 7 rubles per hp, and in the Rostov region, where the rate is considered low in the district — 15 rubles. The draft Sevastopol law proposes to set 10 rubles/hp, that is, to reach a level close to the minimum.
For the owner of a Lada Granta (106 hp), this means an increase in tax from 742 to 1,060 rubles per year — by 318 rubles, or about 26 rubles per month. Moreover, for cars up to 100 hp. (for example, Lada Granta Classic, 90 hp) the rate does not change at all — the tax remains 450 rubles per year.
At the same time, owners of more powerful cars will pay more, but still less than in most neighboring regions. For example, for a Toyota Camry (181 hp) the tax will increase from 4,525 to 7,240 rubles per year (+2,715 rubles), while in the Rostov region they will pay 8,145 rubles for the same car, in the Astrakhan region — 8,688 rubles. And for the BMW X5 (306 hp) — from 35,190 to 45,900 rubles, which is exactly the same as in the Rostov, Volgograd regions and Krasnodar Territory.
Important: out of 129,673 passenger cars registered in the city, more than 104 thousand (80%) belong to categories up to 150 hp. For their owners, the tax increase will not exceed 400 rubles per year. At the same time, cars with a power of over 250 hp. — only 3,622 units, and it is their owners who will provide a little less than a third of additional revenue.
Changes to the transport tax for individuals will be effective from 2027, for legal entities – from 2026.
Taken together, these measures will make it possible to allocate an additional approximately 118.5 million rubles to the road fund annually, starting in 2027 (in 2026 — about 13 million rubles due to payment deadlines).
Amendments to the law “On the patent taxation system in the territory of the federal city of Sevastopol” propose to introduce annual indexation of potential income for entrepreneurs on the patent taxation system from 2026 — an indicator that has not changed in Sevastopol since 2015.
Indexation by the deflator coefficient (in 2025 — 1.144): the tax will change, for example, from 950 to 1,087 rubles per month for an IT freelancer (+137 rubles), from 1,000 to 1,144 rubles for a street vendor (+144 rubles), from 1,300 to 1,487 rubles for a wedding planner (+187 rub.). At the same time, entrepreneurs without employees can fully compensate for the patent by paying insurance premiums.
The bills have been sent for consideration to the Legislative Assembly.
