Irina Kiviko believes: further implementation of proactive budgeting practices in Crimea is necessary
Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko spoke at a meeting of the State Council of the Republic of Crimea at the “government hour” on the topic: “On the work carried out on initiative budgeting in the Republic of Crimea and tasks for 2026.”
The event was organized for Crimean parliamentarians with the aim of popularizing and further implementing and developing proactive budgeting practices in the republic.
At the beginning of her speech, the Deputy Prime Minister introduced video on the topic: “People’s estimate: 5 years”, prepared by the TV and radio company “Crimea”.
Continuing her speech, the deputy chairman spoke in detail about the progress of implementing proactive budgeting practices in the republic for 2021 — 2025 and plans for their further development.
In general, proactive budgeting is a promising area of interaction between citizens and authorities. It really bears fruit: trust in authorities increases, people begin to believe in themselves, and financial literacy increases. And if earlier we talked mainly about initiative budgeting for residents of rural areas, then since 2023 the practices of School, and from this year, Student initiative budgeting have been actively developing, thereby expanding the age range of participants. Together we can do much more for our beloved Crimea, — Irina Kiviko said, addressing the deputies.
Having provided detailed presentationthe Deputy Prime Minister noted that the involvement of Crimeans in the distribution of part of the budget funds contributes to a better solution of local problems, taking into account the opinions and interests of residents.
She said that today the Head of the Republic Sergei Aksyonov supported the appeals of the heads of rural settlements to increase the size of the subsidy from 2026 to 1.8 million rubles. In general, more than 550 million rubles are provided in the republic’s budget for 2026–2028 to support residents’ initiatives. (2026 — 177 million rubles, 2027 — 184 million rubles, 2028 — 191.4 million rubles). The republic is actively working to implement initiative budgeting projects in Crimea. This includes the “Open Budget” portal (section “Crimea as we want”), which provides automation of initiative budgeting processes, and on the basis of the Crimean Engineering and Pedagogical University named after Fevzi Yakubov — the Center for the Study of Civil Initiatives (CIGI) in order to provide consulting and information support in the implementation of projects.
The Deputy Prime Minister also announced that thanks to the significant achievements of Crimea in the development of proactive budgeting, in agreement with the Head of the Republic and the Research Financial Institute of the Ministry of Finance of Russia, it was decided to choose our republic as a platform for holding the V All-Russian Conference on School Initiative Budgeting. The conference will be held during the autumn holidays in 2026 on the basis of the Crimean Spring Lyceum, as the ShkIB Academy.
According to Crimeans, at present, objects implemented within the framework of proactive budgeting practices on the territory of the republic are becoming “centers of attraction” for all generations, as well as venues for most public events,” summed up Irina Kiviko.
