Irina Kiviko: “The budget of Crimea was executed with full fulfillment of social obligations”
The consolidated budget of the Republic of Crimea in January–February 2026 was executed with advanced financing of priority sectors and full implementation of social obligations. This was stated by the Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko.
As the Deputy Prime Minister said, revenues amounted to 28 billion rubles. (10.1% of the annual plan), expenses — 32.8 billion rubles (11.5%). An increase in the volume of expenses compared to the same period last year by 4.9 billion rubles, or 17.6%, confirms the steady growth of budgetary support for key areas of development of the region.
Thus, 20.7 billion rubles were allocated to sectors of the social and cultural sphere, which is 63% of all expenses incurred. Compared to January–February 2025, financing increased by RUB 3.1 billion. (+17.6%). Particular attention was paid to social policy: expenses increased by 26.4% and reached 7.9 billion rubles. Education received 8.3 billion rubles. (+12.4%), healthcare – 2.7 billion rubles. (+16.1%). Significant growth was recorded in the Housing and Communal Services section — 2.4 billion rubles, which is more than twice the level of last year (+106.8%), which indicates the systematic modernization of utility infrastructure and preparation for seasonal loads.
In the structure of tax and non-tax revenues (own income), revenues amounted to 14.1 billion rubles, or 8.9% of annual assignments. The main budget-forming taxes are steadily being filled: the personal income tax is transferred in the amount of 6.2 billion rubles. (9.4% of the plan), excise taxes — 1.4 billion rubles. (9.7% of plan). A high level of execution was demonstrated by non-tax revenues — RUB 4.9 billion, or 19.6% of the approved annual indicators, which is a good result for the beginning of the year.
Free receipts from the federal budget amounted to 13.9 billion rubles, or 11.8% of the annual volume, providing stable financial support for the region.
6.9 billion rubles were transferred from the republican budget to local budgets. interbudgetary transfers, which is 11.3% more than last year. The volume of transferred funds reached 21% of the total expenditures of the consolidated budget. Subventions for transferred state powers are fully financed — 6.5 billion rubles. (execution of 15.1% of the annual plan). This dynamics allows municipalities to promptly begin to implement their powers and provide residents with socially significant services.
The execution of the consolidated budget of the Republic of Crimea for the first 2 months of the year demonstrates stable dynamics, ensuring the fulfillment of social obligations and support for municipalities. The increase in spending on the social and cultural sphere, housing and communal services and the national economy confirms the consistent implementation of government programs and national projects. Maintaining a high level of interbudgetary transfers contributes to the balance of local budgets. The region’s budget system operates stably, in full accordance with the established parameters and execution schedule,” summed up Irina Kiviko.
