Konstantin Titkov: “Prevention of violations is a key priority for the work of the State Land Supervision in 2023 in Crimea”

Prevention of violations of land legislation is a key priority in the work of state land supervision bodies on the territory of the Republic of Crimea in 2023. This was announced by Deputy Chairman of the State Committee for State Registration and Cadastre of the Republic of Crimea Konstantin Titkov.
In accordance with the Program for the Prevention of Risks of Violations of Mandatory Requirements, approved by the order of Rosreestr dated 20.12.2022 No. П/0501, as well as According to Federal Law No. 248-FZ of July 31, 2020 “On State Control (Supervision) and Municipal Control in the Russian Federation”, Goskomregister specialists can carry out such types of preventive measures as informing, consulting, summarizing law enforcement practice, a preventive visit and issuing a warning about the inadmissibility violation of the mandatory requirements of the law. By the way, last year the employees of the department held a total of about 3,900 such events.
It must be understood that preventive measures are not administrative checks. They are not subject to and 2516, according to which a temporary moratorium was introduced in the country on the conduct of control and supervisory activities. For preventive measures, coordination with the prosecution authorities is not required. Therefore, at least citizens should not worry about the appearance of a state land inspector on their land, since the task of the state land inspector in this case is to inform the landowner about the existing requirements of land legislation and thereby prevent possible violations in the future. Currently, we are preparing a series of explanatory materials for land owners, which will describe in detail the conditions for carrying out certain preventive measures, the rights and obligations of land users as part of their implementation, Konstantin Titkov explained.
