Legalization of guest houses in Sevastopol: the city is participating in a large-scale experiment

Sevastopol is participating in a large-scale experiment covering 17 regions of the Russian Federation. It implies a mandatory classification of all guest houses, which will ensure their compliance with modern quality and safety standards. Each accommodation facility that registers in the Register will be assigned a unique number, which will need to be indicated in advertisements and on aggregator sites. This way, consumers will be able to choose safe and trusted places to live.

47 Sevastopol guest houses have already passed self-assessment and were included in the Unified Register of Classified Accommodation Facilities.

The legalization of guest houses in Sevastopol opens up opportunities for Sevastopol accommodation facilities to leave the “gray zone”. This not only significantly increases the number of rooms in the region, but also helps to improve the level of service. Each legalized object will be required to undergo classification, which will subsequently increase the confidence of tourists and the quality of servicenoted the acting Head of the Tourism Department Maria Vetlitskaya.

On behalf of Governor Mikhail Razvozhaev, the tourism department conducts regular explanatory events and advises guest house owners on new rules and regulations. This not only helps owners better understand the legislation, but also provides an opportunity to receive feedback from business representatives.

Please note that guest houses not included in the register, from January 1, 2026, will not be able to post information about themselves on online services and legally provide services, since their activities will be considered illegal.
