Mikhail Razvozhaev: «Sevastopol needs an effective economic model»

Starting his speech, the governor thanked the deputies for their joint work and support, noting that it is extremely important to act as a single team for power in current difficult times.

The time is really difficult now … The times are not easy to do. This is naturally due to the balance of the budget. Now we have a lot of joint work on the next three -year budget … The main task for the upcoming period is the development and creation of an effective economic model in the city— said Razvozhaev.

According to him, the city authorities today should strive to “balance the budget“ on income and expenses, despite the constant increase in expenses ”, which has been observed over the past five years.

The governor emphasized that despite all the difficulties, the position of Russian President Vladimir Putin “always consists in supporting both Crimea and Sevastopol,” and the program of socio-economic development of both regions is financed in full, however, it is time to go out for self-sufficiency.

We are approaching this purpose … Over the past period, about 70% of the expenses of the so -called model budget of our obligations we cover to our own income. This has never happened before. And, of course, we need to go into 100 percent self-sufficiency, independent of federal subsidies. And then increase income in order to have your own development budget— said Razvozhaev.

According to the head of the city, «there is a development budget, but it must be disposed of even more efficiently.»

I will set the task for my team — this is the increase in the budget’s own revenues, increasing the efficiency of economics … not due to, of course, no optimization, reduction. On the contrary, the creation of a more targeted system of social support, better work with the wages of state employees, He noted.

Also, one of the most important aspects was and remains the fulfillment of current social obligations to the families of participants in a special military operation and the fulfillment of the obligations that the city took over, Pravozhaev emphasized.

These are difficult obligations, but within, I think, for the next three years we must find sources of financing and deal with them— said the governor.

In the conclusion, Razvozhaev shared the expectations that the autumn session would be “very fruitful”.

We, indeed, have many more draft laws that we jointly discussed, starting from the rules of improvement and ending with the ban on the “nuclear” in the houses of the first floors. And, of course, security issues, as always, are in the first place— summed up the head of the city.
