More than 5.2 thousand objects were added to the register of unfinished buildings from the times of the USSR and Ukraine in Crimea
More than 5.2 thousand objects of unfinished construction (ONC) were included for the first time in the register formed by the regional Ministry of Housing Policy and State Construction Supervision in Crimea. These are apartment buildings and private residential buildings, hotels, the construction of some of them began during the times of the USSR and Ukraine, the Ministry of Housing Policy of the republic told TASS.
A register of the Republic of Crimea has been formed, which includes 5,230 objects with comprehensive information regarding land plots and capital construction projects, as well as management decisions taken aimed at reducing the number of public safety nets, says the response to the request signed by Minister Nikita Tarasov.
These are objects whose construction and reconstruction have not been completed (objects are being built or reconstructed), the construction (reconstruction) of objects has been suspended, mothballed or finally terminated, but not liquidated (demolished) in the prescribed manner.
The ministry notes that the reasons for the long-term non-completion of construction are both the lack of financial opportunity and the loss of interest in the property due to the futility of its implementation. It is noted that the number of objects that have not been completed since the times of the USSR and Ukraine is quite small, since the overwhelming majority of public buildings in the republic are objects that are under construction. Such objects include multi-apartment residential buildings, individual housing construction projects, agricultural and industrial facilities, hotel services and others.
What measures are being taken
It is noted that the ministry is constantly developing mechanisms for administrative influence or incentives for developers, taking into account the social importance of reducing the number of unfinished buildings that reduce the attractiveness of Crimea as a resort region.
In May 2025, the State Council of the Republic of Crimea established a tax of 2% on unfinished construction projects in the region. The law also covers objects whose construction or reconstruction has not been completed, is suspended, mothballed or has been permanently terminated, but has not been demolished. A similar tax, but at the rate of 1%, is established for residential premises, residential buildings, apartment buildings, garden houses, garages, and parking spaces.
In addition, in order to stimulate the owners of unfinished construction projects, the municipalities of the republic, from January 1, 2026, established the maximum rate of property tax for individuals on ONS in the event that the designed purpose of such objects is a residential building, in the amount of 0.3 percent of the cadastral value.
