About this, in particular, spoke Chairman of the State Duma Committee on the Financial Market Anatoly Aksakov.
Advisor to the President of the Moscow Guild of Realtors, Konstantin Barsukov, in a conversation with a Tsian.Zhurnal correspondent, emphasized that working out changes regarding family mortgage rates requires accurate and very detailed calculations.
You have to understand how this will impact the budget. After all, some families will be able to take advantage of the reduced rate under the program. In addition, the question of the general need for this kind of change is probably being discussed — how useful it will be, how society will perceive it, and so on.“, the specialist suggested.
In his opinion, the family mortgage in its current form does not work as a tool to support families with children, with the exception of those regions where the program is extended to the secondary housing market.
Well, they will make the rate for families with three children not 6%, but 4%, good. So, will they immediately have money to take out a mortgage? Will they save up for the down payment thanks to this? In addition, the program limit is definitely not enough to buy a three-room apartment for a family, either in Moscow or in the regions. And everything will slide back into the purchase of one-room apartments and studios, — Konstantin Barsukov continued.
He also added that families today cannot exchange the housing they have for a new one using a family mortgage, and this is the main problem of the program.
So a family with children decided to move from a one-room apartment to a two-room apartment. To take advantage of the family mortgage, she needs to sell her apartment, go into rental housing, wait for the house to be delivered, and make repairs. All this time they will be forced to pay both for the rented apartment and for the loan. And then officials ask why everyone buys one-room apartments with a family mortgage. Response question: Why can’t you extend the program to secondary housing or provide a mechanism that will allow people to continue living in their old apartment while a new home purchased with a family mortgage is being built? — concluded Konstantin Barsukov.
Director for Mortgage Sales and Implementation of Financial Instruments of A101 Group of Companies Rustam Azizov noted that the idea of differentiating the mortgage rate under the preferential program by the number of children is promising, but it is important to maintain the upper threshold of 10% for all families, including those with one child.
A family mortgage, even after the restrictions that came into force on February 1, is still the main opportunity to improve housing conditions — after all, market programs still remain inaccessible, — said the speaker.
In his opinion, the inclusion of the issue of differentiated rates in the general list of mortgage instructions indicates a desire to develop a systematic set of measures.
The regulator refuses to make targeted changes, preferring to create a set of factors that can have a positive impact on the demographic situation in the country. We can also talk about long-term planning, which in itself requires a deeper, longer and more thorough analysis of the situation“, concluded Rustam Azizov.
