Disabled combat veterans in the armed forces of the Lugansk and Donetsk People’s Republics will be able to retire early. The corresponding order was signed by the Minister of Labor and Social Protection Anton Kotyakov. The document comes into force on February 20. «Parliamentary newspaper» found out the details.
On December 24, 2025, the head of the Ministry of Labor Anton Kotyakov signed order No. 734. It provides explanations about the rights of early retirement for combat disabled veterans.
According to the law on insurance pensions, disabled people due to military injury have the right to early receipt of an insurance pension. These male veterans can retire before they reach retirement age: men at age 55 and women at age 50. In addition to disability, they must also have accumulated sufficient insurance experience: for men — 25 years, and for women — 20 years.
In 2024, the Ministry of Labor already clarified that for the purpose of implementing this provision of the law, disability due to military trauma is considered to be one that occurred as a result of a wound, concussion, injury or illness received in defense of the Motherland, including in connection with being at the front, performing military service in the territories of other states where hostilities were taking place, or while performing other military service duties.
In fact, in connection with the inclusion in the Federal Law “On Veterans” of new categories of disabled combatants, the Ministry of Labor of Russia, by its order, clarified the categories of disabled people due to military trauma, who, in accordance with the norms of Federal Law No. 400-FZ “On Insurance Pensions,” are granted the right to an early insurance pension,” Elena Tsunaeva, First Deputy Chairman of the State Duma Committee on Labor, Social Policy and Veterans’ Affairs, told the Parliamentary Newspaper.
Now these rules also apply to participants in combat operations as part of the armed forces of the DPR and LPR from May 11, 2014, as well as to those who performed tasks of the Russian Armed Forces under a contract with other organizations facilitating this.
Such clarifications are given by the Ministry of Labor of Russia in order to develop a uniform law enforcement practice in the issue of assigning early insurance pensions to citizens from among the persons specified in paragraph 3 of part 1 of Article 32 of the Federal Law “On Insurance Pensions,” explained Elena Tsunaeva.
I do not rule out that in the event of further expansion of the category of “combat disabled,” the Ministry will need to prepare additional clarifications on this issue, — noted the deputy.
Now a veteran of the Northern Military District has the right to two pensions: an old-age insurance pension and a state disability pension. According to the Social Fund, from January 1, 2025, the disability insurance pension is issued without application, and its average amount is 13,654 rubles.
