More than a thousand rubles

From April 1, social pensions and state pension payments will be increased by 6.8 percent, the press service of the Social Fund of Russia reported. Social pensions can be awarded:

• due to old age,
• on disability,
• for the loss of a breadwinner.

For example, social old-age pensions are provided to people who did not work at all or were unable to achieve the length of service and coefficients required for an insurance pension.

If the social pension does not reach the minimum subsistence level of a pensioner in the relevant region, the person receives a social supplement from the state,” Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans’ Affairs, told the Parliamentary Newspaper.

Payments to participants of the Great Patriotic War, people awarded the badges “Resident of besieged Leningrad”, “Resident of besieged Sevastopol” or “Resident of besieged Stalingrad” will also be indexed. In addition, the increase will affect military personnel who served on conscription, citizens exposed to radiation, test pilots and some other categories of pensioners.

The average social pension after indexation will increase by more than a thousand rubles and amount to 16.5 thousand rubles, the Social Fund clarified. Social pensions of disabled children will increase by 1.6 thousand rubles, to 24.5 thousand, and the monthly pension of disabled children of the first group from childhood will increase by 1.6 thousand rubles and will amount to 25.4 thousand rubles.

Recalculation will happen automatically, no application required— said Alexey Govyrin, a member of the State Duma Committee on Small and Medium Enterprises, in a conversation with the Parliamentary Newspaper.

Fireproof indexing

It is important to remember how payments will be indexed to elderly people who receive a low pension and who are entitled to social security payments up to the regional subsistence level of a pensioner.

The surcharge can be federal when the regional cost of living does not exceed the all-Russian one, and regional when it is higher. Many are worried that the surcharge will “eat up” the indexation, but, according to the explanations of the Social Fund, the previously established surcharge after the increase is not reduced, but is added to the new amount of paymentssaid Alexey Govyrin.

He added that the rules for assigning federal social benefits have recently been changed.

Now the decision to assign an additional payment is made two working days in advance, and a notification is sent to the pensioner on the day the decision is made. The Social Fund also transferred the administration of regional social benefits to a one-window format in most regionssaid the parliamentarian.

For disabled people and anniversaries

Pensioners who turned 80 in March 2026, as well as those who were diagnosed with Group I disability for the first time in March, will receive an increased payment in April.

This is no longer indexation, but a recalculation of a fixed payment to an insurance pension,” explained Alexey Govyrin.

Old-age insurance pensions in Russia consist of two parts: fixed and insurance. The fixed part is the same for all recipients; for calculating the insurance part, indicators such as total length of service, average earnings before January 1, 2002, and the amount of pension contributions after this date are important.

Social benefits for pensions will be assigned according to new rules

The increase will occur due to doubling the fixed payment to the insurance pension; its value in 2026 is 9584 rubles 69 kopecks. That is, in April, these categories of pensioners will receive a fixed payment in the amount of 19,169.38 rubles.

In this case, the additional payment is established only on one of two grounds — the 80th anniversary or receipt of group I disability. If the fixed payment was doubled, for example, when a person enrolled in group I, then the second time, when he reaches 80 years old, it will not be increased.

There is also no need to contact the Social Fund to increase payments in these cases: they will be increased automatically.

Additional payment for caregivers

Elderly people caring for disabled relatives can also count on a supplement to their pension. These can be children, grandchildren, brothers and sisters under 18 years of age. If wards are full-time students, the additional payment will be accrued until they turn 23 years old.

The size of the payment depends on how many relatives are in the care of the elderly person. Additional payment for one relative is a third of the fixed payment towards the pension; if there are two dependents, the amount of the surcharge is doubled. If a pensioner has three or more people on his payroll, the additional payment will be one hundred percent of the fixed payment. That is, for one relative in care the additional payment will be about 3,195 rubles, for two — approximately 6,390 rubles, and for three or more — 9,584.69 rubles.
