Opinion: it is impossible to en masse involve the Ministry of Internal Affairs in housing transactions, realtors say

The total involvement of employees of the Ministry of Internal Affairs in real estate transactions is impossible, according to the Russian Guild of Realtors. Law enforcement agencies do not have enough time and resources for this, representatives of the association explained to RIA Real Estate.

Earlier, the Russian Union of Real Estate Market Participants proposed amending the law “On State Registration of Real Estate” to suspend transactions with secondary housing in case of suspicion of fraudulent actions at the request of the Ministry of Internal Affairs. It is also proposed to involve department psychologists to assess the condition of sellers if there are signs of fraud.

There is no possibility of total involvement of representatives of the Ministry of Internal Affairs in housing transactions, said RGR Vice President Andrei Bannikov. According to him, 12-15 thousand housing transactions are concluded monthly in Moscow alone. The internal affairs bodies do not have the resources and time to oversee all transactions.

The participation of Ministry of Internal Affairs psychologists in housing transactions is a controversial decision, Bannikov believes. In criminal proceedings, the duration of a psychological and psychiatric examination is one to two weeks. This will require the involvement of a large number of specialists from the department, while there is already a shortage in the labor market.

The expert believes that professional psychiatrists, who are now involved in housing transactions, work no worse than psychologists from the Ministry of Internal Affairs, notes the general director of World of Apartments, Pavel Lutsenko. If we are talking about a regular questionnaire, the process of psychological and psychiatric examination will become formal. Another piece of paper will be added to the list of documents required to complete the transaction.

The adoption of such amendments will make life more difficult for sellers and buyers, and there will be no additional guarantees for the security of transactions.
